        INTRODUCED BY SCARNATI, PILEGGI, CORMAN, MADIGAN, ROBBINS,
           FOLMER, RAFFERTY, PUNT, D. WHITE, ARMSTRONG, ORIE, PIPPY,
           REGOLA, GORDNER, ERICKSON, RHOADES, TOMLINSON, WAUGH,
           BRUBAKER, BOSCOLA, KASUNIC, MUSTO, TARTAGLIONE AND LOGAN,
           FEBRUARY 7, 2007

        REFERRED TO STATE GOVERNMENT, FEBRUARY 7, 2007

                                  A RESOLUTION

     1  Urging the Congress of the United States to pass a
     2     constitutional amendment to ban the burning or desecration of
     3     the United States flag.

     4     WHEREAS, The United States flag embodies the spirit of our
     5  nation and is widely deemed to be a venerated and sacred object
     6  of our nation wherever it is displayed; and
     7     WHEREAS, Some citizens desecrate the United States flag by
     8  burning it in public; and
     9     WHEREAS, Most Americans disapprove of flag burning and other
    10  forms of desecration of this revered national symbol; and
    11     WHEREAS, Flag burning and desecration is not a form of
    12  speech, but is an act that is considered offensive, is
    13  disrespectful to veterans, tends to incite violence and is anti-
    14  American; and
    15     WHEREAS, An amendment to the Constitution of the United
    16  States is necessary to ban burning and desecration of the United
    17  States flag; therefore be it

     1     RESOLVED, That the Senate of the Commonwealth of Pennsylvania
     2  urge the Congress to pass a constitutional amendment to ban the
     3  burning or desecration of the United States flag; and be it
     4  further
     5     RESOLVED, That copies of this resolution be transmitted to
     6  the presiding officers of each house of Congress and to each
     7  member of Congress from Pennsylvania.
