AN ACT 1 Amending the act of April 9, 1929 (P.L.177, No.175), entitled 2 "An act providing for and reorganizing the conduct of the 3 executive and administrative work of the Commonwealth by the 4 Executive Department thereof and the administrative 5 departments, boards, commissions, and officers thereof, 6 including the boards of trustees of State Normal Schools, or 7 Teachers Colleges; abolishing, creating, reorganizing or 8 authorizing the reorganization of certain administrative 9 departments, boards, and commissions; defining the powers and 10 duties of the Governor and other executive and administrative 11 officers, and of the several administrative departments, 12 boards, commissions, and officers; fixing the salaries of the 13 Governor, Lieutenant Governor, and certain other executive 14 and administrative officers; providing for the appointment of 15 certain administrative officers, and of all deputies and 16 other assistants and employes in certain departments, boards, 17 and commissions; and prescribing the manner in which the 18 number and compensation of the deputies and all other 19 assistants and employes of certain departments, boards and 20 commissions shall be determined," further providing for 21 program evaluation. 22 The General Assembly of the Commonwealth of Pennsylvania 23 hereby enacts as follows: 24 Section 1. Section 611 of the act of April 9, 1929 (P.L.177, 25 No.175), known as The Administrative Code of 1929, added 26 September 27, 1978 (P.L.775, No.149), is amended to read:
1 Section 611. Program Evaluation.--The Secretary of the 2 Budget shall have the power and it shall be his duty to initiate 3 and conduct, under the direction of the Governor, evaluations of 4 the effectiveness and management efficiency of programs 5 supported by any agency under the Governor's jurisdiction; 6 including Federally funded as well as State funded programs, and 7 to direct, coordinate, assist and/or advise any agency under the 8 Governor's jurisdiction in the conduct of evaluations of its 9 programs or of programs which it supports. It shall also be the 10 duty of the Secretary of the Budget to prepare reports detailing 11 the results of program evaluation conducted by the secretary for 12 distribution to the Governor, the General Assembly, interested 13 agencies, and the public. The Majority Chairman and Minority 14 Chairman of the Appropriations Committee of the Senate and the 15 Majority Chairman and Minority Chairman of the Appropriations 16 Committee of the House of Representatives shall have the power 17 to recommend performance measures of the effectiveness and 18 management efficiency of programs supported by an agency under 19 the Governor's jurisdiction. 20 Section 2.
