AN ACT 1 Making appropriations from the restricted revenue accounts 2 within the State Gaming Fund and from the State Gaming Fund 3 to the Pennsylvania Gaming Control Board, the Department of 4 Revenue, the Pennsylvania State Police and the Attorney 5 General for the fiscal year beginning July 1, 2007, to June 6 30, 2008, and for the payment of bills incurred and remaining 7 unpaid at the close of the fiscal year ending June 30, 2007. 8 The General Assembly of the Commonwealth of Pennsylvania 9 hereby enacts as follows: 10 PART I 11 PRELIMINARY PROVISIONS 12 Section 101. Short title. 13 This act shall be known and may be cited as the Gaming 14 Control Appropriation Act of 2007. 15 PART III 16 STATE GAMING CONTROL 17 RESTRICTED REVENUE ACCOUNTS 18 Section 301. State Gaming Fund.--The following amounts set 19 forth in this part, or as much thereof as may be necessary, are 20 hereby appropriated from the State Gaming Fund restricted
1 revenue accounts under 4 Pa.C.S. § 1401 (relating to slot 2 machine licensee deposits) to the agencies of the Executive 3 Department named in this part for the purposes set forth for the 4 fiscal year beginning July 1, 2007, and for the payment of bills 5 incurred and remaining unpaid at the close of the fiscal year 6 ending June 30, 2007. 7 Section 302. Attorney General.--The following 8 amounts are appropriated to the Attorney General: 9 For salaries, wages and all necessary expenses 10 of the Attorney General related to 4 Pa.C.S. Pt. 11 II (relating to gaming). 12 State appropriation.................... 799,000 13 Section 303. Department of Revenue.--The 14 following amounts are appropriated to the 15 Department of Revenue: 16 For the salaries, wages and all necessary 17 expenses of the Department of Revenue related to 4 18 Pa.C.S. Pt. II (relating to gaming). 19 State appropriation.................... 7,786,000 20 Section 304. Pennsylvania State Police.--The 21 following amounts are appropriated to the 22 Pennsylvania State Police. 23 For the salaries, wages and all necessary 24 expenses of the Pennsylvania State Police related 25 to 4 Pa.C.S. Pt. II (relating to gaming). 26 State appropriation.................... 10,635,000 27 PART V 28 STATE GAMING FUND 29 Section 501. State Gaming Fund.--The following amounts set 30 forth in this part, or as much thereof as may be necessary, are 20070S1006B1236 - 2 -
1 hereby appropriated from the State Gaming Fund to the agencies 2 of the Executive Department named in this part for the purposes 3 set forth for the fiscal year beginning July 1, 2007, and for 4 the payment of bills incurred and remaining unpaid at the close 5 of the fiscal year ending June 30, 2007. 6 Section 502. Pennsylvania Gaming Control 7 Board.--The following amounts are appropriated to 8 the Pennsylvania Gaming Control Board. 9 For the salaries, wages and all necessary 10 expenses for the proper operation and 11 administration of the Pennsylvania Gaming Control 12 Board. This appropriation includes $7,409,000 from 13 the restricted revenue account established in the 14 State Gaming Fund for fees and other revenues 15 collected by the board. 16 State appropriation.................... 25,901,000 17 Section 503. Loan.--Unrestricted funds appropriated to the 18 Pennsylvania Gaming Control Board under this part in the amount 19 of $18,492,000 shall constitute a loan and shall be repaid in 20 the manner set forth in section 1720-G of the act of April 9, 21 1929 (P.L.343, No.176), known as The Fiscal Code. The board 22 shall defer assessing slot machine licensees for repayment until 23 such time as 11 slot machine licenses have been issued and 11 24 licensed gaming entities have commenced the operation of slot 25 machines. The board shall adopt a repayment schedule that 26 assesses to each slot machine licensee costs for the repayment 27 of amounts appropriated under this section in an amount that is 28 proportional to each slot machine licensee's gross terminal 29 revenue. 30 PART VII 20070S1006B1236 - 3 -
1 MISCELLANEOUS PROVISIONS 2 Section 701. Transfers prohibited.--There is no authority 3 for the State Treasurer, the Secretary of the Budget, the 4 Secretary of Revenue or the Pennsylvania Gaming Control Board to 5 transfer any moneys within or between the appropriations in Part 6 III and Part V of this act. 7 Section 702.
