AN ACT
1 Amending Title 53 (Municipalities Generally) of the Pennsylvania
2 Consolidated Statutes, further providing for limitation on
3 municipal powers.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 2962 of Title 53 of the Pennsylvania
7 Consolidated Statutes is amended by adding a subsection to read:
8 § 2962. Limitation on municipal powers.

10 (k) Regulation of campaign finance.--Notwithstanding any
11 other provision of this subpart or any other statute to the
12 contrary, a county of the second class that adopts a home rule
13 charter and a city of the second class that adopts a home rule
14 charter shall have the power and authority to regulate public
15 and private campaign finance for the nomination and election of
16 municipal officials.
17 Section 2. This act shall take effect in 60 days.
