                                     AN ACT

     1  Amending the act of June 14, 1961 (P.L.324, No.188), entitled
     2     "An act relating to the establishment, operation and
     3     maintenance of the State Library and public libraries in the
     4     Commonwealth; amending, revising, consolidating and changing
     5     the laws relating thereto; imposing duties upon public
     6     officers; providing for State and local cooperation and
     7     assistance in the establishment and maintenance of libraries;
     8     prescribing penalties; and repealing existing laws," further
     9     providing for appointment, qualification and tenure of
    10     members of the Advisory Council on Library Development.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13     Section 1.  Section 203 of the act of June 14, 1961 (P.L.324,
    14  No.188), known as The Library Code, is amended to read:
    15     Section 203.  Appointment, Qualification, Tenure.--The
    16  Advisory Council on Library Development shall consist of
    17  [twelve] fourteen members who shall be appointed by the
    18  Governor, three of whom shall be trustees of local libraries,
    19  three of whom shall be professional librarians, [and] six of
    20  whom shall be laymen[.] and two of whom shall be municipal
    21  officers who represent municipalities that make appropriations


     1  or levy taxes on behalf of a local library. The Superintendent
     2  of Public Instruction and the State Librarian shall be ex
     3  officio members of the council. The term of office of each
     4  member of the council shall be four years from the third Tuesday
     5  of January of the year in which he takes office, or until his
     6  successor has been appointed and has qualified, except that in
     7  the initial appointment of members of the council, four members
     8  shall be appointed for a term of one year, four members for a
     9  term of two years and four members for a term of three years.
    10  The members shall serve without compensation other than
    11  reimbursement for travel and other actual expenses incurred in
    12  the performance of their duties. The Governor shall designate
    13  one member as chairman of the council. The council shall meet at
    14  least four times a year at such times and places as it shall
    15  determine.
    16     Section 2.  This act shall take effect in 60 days.
