AN ACT 1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An 2 act relating to the public school system, including certain 3 provisions applicable as well to private and parochial 4 schools; amending, revising, consolidating and changing the 5 laws relating thereto," providing for an annual report on the 6 Education Technology Program. 7 The General Assembly of the Commonwealth of Pennsylvania 8 hereby enacts as follows: 9 Section 1. The act of March 10, 1949 (P.L.30, No.14), known 10 as the Public School Code of 1949, is amended by adding a 11 section to read: 12 Section 117. Annual Report on Education Technology 13 Program.--(a) The Department of Education shall annually review 14 the operation of and compile an annual report on the Education 15 Technology Program created pursuant to 66 Pa.C.S. § 3014(j) 16 (relating to network modernization plans). 17 (b) The annual report shall include the following 18 information for the fiscal year in which the report is issued: 19 (1) A listing of each school entity that received grant
1 funds, the amount of grant funds received and an identification 2 of whether such grant funds were used to establish, maintain or 3 expand any program authorized under 66 Pa.C.S. § 3014(j)(2). 4 (2) For each school entity that received grant funds during 5 the fiscal year in which the report was issued, the sum of grant 6 funds received in all prior fiscal years. 7 (3) For each school entity that received grant funds, an 8 identification of whether the school entity was given priority 9 in grant funding as authorized under 66 Pa.C.S. § 3014(j)(4). 10 (4) The criteria used to determine the eligibility of a 11 school entity to receive grant funds. 12 (5) The criteria used to determine the amount of grant funds 13 a school entity received. 14 (6) The criteria used to ensure that the school entities 15 that receive grant funds are geographically dispersed throughout 16 this Commonwealth as required under 66 Pa.C.S. § 3014(j)(4). 17 (7) The amount of matching funds provided by each school 18 entity that received grant funds. 19 (8) The process a school entity utilized to apply for grant 20 funds, including sample copies of any and all application forms, 21 instructions and deadlines. 22 (9) For each school entity that received grant funds, the 23 program or programs authorized under 66 Pa.C.S. § 3014(j)(2) on 24 which such grant funds were expended. 25 (10) For each school entity that received grant funds, the 26 number of students impacted by the program or programs 27 authorized under 66 Pa.C.S. § 3014(j)(2) on which such grant 28 funds were expended. 29 (11) For each program on which grant funds were expended, an 30 identification of any waiver or reduction of any financial bond 20070S0813B0908 - 2 -
1 requirements imposed on a bidder for the provision of the 2 program in the school entity's request for proposal and the 3 justification for the waiver or reduction. 4 (12) A listing of each school entity that received grant 5 funds as part of a regional network that serves multiple school 6 entities, listed by the regional network of which the school 7 entity is a member, and the amount of grant funds each school 8 entity received as part of a regional network, listed by the 9 regional network of which the school entity is a member. 10 (13) A listing of each school entity that withdrew from a 11 regional network that serves multiple school entities, listed by 12 the regional network of which the school entity had been a 13 member and the amount of the grant funds returned to the 14 Commonwealth as a result of the school entity's withdrawal from 15 the regional network. 16 (c) No later than June 30, 2007, and February 1 of each year 17 thereafter, the Department of Education shall submit the report 18 required under this section to the chairmen and minority 19 chairmen of the Appropriations Committee, the Consumer 20 Protection and Professional Licensure Committee and the 21 Education Committee of the Senate and to the chairmen and 22 minority chairmen of the Appropriations Committee, the Consumer 23 Affairs Committee and the Education Committee of the House of 24 Representatives. The annual report shall be included on the 25 Department of Education's Internet website. 26 (d) Definition.--As used in this section, the term "school 27 entity" has the same meaning as it is given in 66 Pa.C.S. § 3012 28 (relating to definitions). 29 Section 2.
