           ARMSTRONG, TOMLINSON, EARLL, M. WHITE AND FOLMER,
           APRIL 27, 2007

                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," providing for an annual report on the
     6     elementary science curriculum grant programs.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  The act of March 10, 1949 (P.L.30, No.14), known
    10  as the Public School Code of 1949, is amended by adding a
    11  section to read:
    12     Section 117.  Annual Report on Elementary Science
    13  Curriculum.--(a)  The Department of Education shall annually
    14  review the operation of any State grant program designed to
    15  provide intensive teacher training, professional development
    16  opportunities and teaching resources to elementary level science
    17  teachers in this Commonwealth and shall compile an annual
    18  report.
    19     (b)  The annual report shall include the following


     1  information for the fiscal year in which the report is issued:
     2     (1)  A listing of each school entity that received grant
     3  funds, the amount of grant funds received and an identification
     4  of whether the grant funds were used to establish, maintain or
     5  expand any program related to teacher training, professional
     6  development opportunities and teaching resources purchased with
     7  the grant funds.
     8     (2)  The criteria used to determine the eligibility of a
     9  school entity to receive grant funds.
    10     (3)  The criteria used to determine the amount of grant funds
    11  a school entity received.
    12     (4)  The process a school entity utilized to apply for grant
    13  funds, including sample copies of any and all application forms,
    14  instructions and deadlines.
    15     (5)  For each school entity that received grant funds, a
    16  listing of the teacher training, professional development
    17  opportunities and teaching resources purchased with the grant
    18  funds.
    19     (6)  For each school entity that received grant funds, the
    20  number of students impacted by the teacher training,
    21  professional development opportunities and teaching resources
    22  purchased with the grant funds.
    23     (7)  A listing of any provider of teacher training,
    24  professional development opportunities and teaching resources
    25  with whom the Department of Education or the Commonwealth holds
    26  a contract or agreement where such contract or agreement is used
    27  to provide a school entity that received grant funds with
    28  teacher training, professional development opportunities and
    29  teaching resources.
    30     (c)  No later than June 30, 2007, and February 1 of each year

     1  thereafter, the Department of Education shall submit the report
     2  required under this section to the chairmen and minority
     3  chairmen of the Appropriations Committee and the Education
     4  Committee of the Senate and to the chairmen and minority
     5  chairmen of the Appropriations Committee and of the Education
     6  Committee of the House of Representatives. The annual report
     7  shall be included on the Department of Education's Internet
     8  website.
     9     Section 2.  This act shall take effect immediately.
