        REFERRED TO RULES AND EXECUTIVE NOMINATIONS, MAY 2, 2007

                                     AN ACT

     1  Amending Title 1 (General Provisions) of the Pennsylvania
     2     Consolidated Statutes, providing for a statutory database and
     3     for legislative process.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 1 of the Pennsylvania Consolidated Statutes
     7  is amended by adding a section to read:
     8  § 1107.  Statutory database.
     9     (a)  Maintenance and availability.--
    10         (1)  The Executive Director of the Legislative Data
    11     Processing Committee shall maintain a computerized statutory
    12     database which contains statutory material under sections
    13     1103 (relating to preparation of statutes for printing) and
    14     1105 (relating to editing statutes for printing) with
    15     appropriate engrossing of amendments by the Legislative
    16     Reference Bureau.
    17         (2)  After the effective date of this subsection, changes

     1     to the computerized statutory database must be approved by
     2     the Majority Leader of the Senate, the Minority Leader of the
     3     Senate, the Majority Leader of the House of Representatives
     4     and the Minority Leader of the House of Representatives.
     5         (3)  Notwithstanding section 2(1.1) of the act of
     6     December 10, 1968 (P.L.1158, No.365), entitled "An act
     7     creating and establishing the Legislative Data Processing
     8     Committee: providing for its membership; prescribing its
     9     powers, functions and duties; and making an appropriation,"
    10     the executive director shall provide for public access to the
    11     computerized statutory database.
    12     (b)  Status.--
    13         (1)  Subject to paragraph (2), the statutory database
    14     accessible to the public under subsection (a)(3) shall be the
    15     official version of the statutory law of this Commonwealth
    16     which is not contained under section 503 (relating to
    17     official status of publication).
    18         (2)  If, as a result of reduction of the statutory
    19     database to printed text, different versions of a statutory
    20     provision which is not contained in section 503 are submitted
    21     in a judicial proceeding in any jurisdiction or in an
    22     administrative proceeding in any jurisdiction, the Director
    23     of the Legislative Reference Bureau shall submit to the
    24     tribunal a certified copy of the official provision, as
    25     determined from the computerized statutory database under
    26     subsection (a)(1) and (2).
    27     Section 2.  Title 1 is amended by adding a chapter to read:

    14     The legislative journal of each chamber shall be posted on
    15  the Internet website maintained by the appropriate chamber
    16  within 45 calendar days of each session day. The votes taken in
    17  each chamber shall be posted on the Internet website of the
    18  appropriate chamber, in a manner which clearly identifies the
    19  subject of the vote and the identity of the legislator, within
    20  24 hours of the vote. Votes taken in each committee of a chamber
    21  shall be posted on the Internet website maintained by the
    22  appropriate chamber, in a manner which clearly identifies the
    23  subject of the vote and the identity of the legislator, within
    24  48 hours of the vote.
    25  § 1307.  (Reserved).
    26     Section 2.  This act shall apply to sessions of the General
    27  Assembly which begin after January 1, 2007.
    28     Section 3.  This act shall take effect immediately.
