        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           OCTOBER 8, 2008

                                  A RESOLUTION

     1  Honoring the 12 public and private schools recognized by the
     2     Federal Department of Education's No Child Left Behind - Blue
     3     Ribbon Schools Program in Pennsylvania.

     4     WHEREAS, Since 1982, the No Child Left Behind (NCLB) Program
     5  has honored many of this nation's most successful schools; and
     6     WHEREAS, For the past 26 years, this prestigious program has
     7  honored more than 5,800 of this nation's most successful
     8  schools; and
     9     WHEREAS, The NCLB - Blue Ribbon Schools Program honors public
    10  and private elementary, middle and high schools that are either
    11  academically superior or that demonstrate dramatic gains in
    12  student achievement; and
    13     WHEREAS, One-third of the schools nominated by each state
    14  have at least 40% of students from disadvantaged backgrounds who


     1  have dramatically improved performance to high levels on state
     2  tests; and
     3     WHEREAS, The schools that have been honored have students,
     4  regardless of background, who scored in the top 10% on state
     5  tests, or in the case of private schools, in the top 10% on
     6  national tests; and
     7     WHEREAS, The 12 schools in this Commonwealth named to the
     8  2008 NCLB - Blue Ribbon Schools Program list are: Chadds Ford
     9  Elementary School, Harriet Child Elementary School, Conwell
    10  Russell Middle School, Home-Center Junior/Senior High School,
    11  George A. Ferrell Elementary School, Kingwood Elementary School,
    12  George Washington Carver High School of Engineering and Science,
    13  Manchester Academic Charter School, St. Aloysius Academy, St.
    14  John the Evangelist School, Seventh Street Elementary School and
    15  the South Abington Elementary School; and
    16     WHEREAS, The Manchester Academic Charter School is the first
    17  charter school in the City of Pittsburgh to be included in this
    18  prestigious list; and
    19     WHEREAS, The George Washington Carver High School of
    20  Engineering and Science in Philadelphia is the only four-year
    21  high school to make the list; and
    22     WHEREAS, These 12 educational institutions will be honored at
    23  a ceremony in Washington, D.C., on October 20 and 21, 2008, when
    24  each school will receive a plaque and flag signifying its NCLB -
    25  Blue Ribbon School status; and
    26     WHEREAS, The NCLB - Blue Ribbon Schools Program sets a high
    27  standard that should be a goal for all schools striving for high
    28  levels of achievement; therefore be it
    29     RESOLVED, That the House of Representatives honor the staff,
    30  teachers, administrators, parents and students of the 12 public

     1  and private schools that were recognized by the Federal
     2  Department of Education's No Child Left Behind - Blue Ribbon
     3  Schools Program in Pennsylvania.
