        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 29, 2008

                                  A RESOLUTION

     1  Designating October 16, 2008, as "Conflict Resolution Day" in
     2     Pennsylvania.

     3     WHEREAS, October 16, 2008, has been designated as "National
     4  Conflict Resolution Day" by the board of directors of the
     5  Association for Conflict Resolution (ACR) "to increase public
     6  awareness about conflict resolution"; and
     7     WHEREAS, Conflict resolution refers to a wide range of
     8  processes that involve the use of nonviolent dispute settlement
     9  outside of the judicial system; and
    10     WHEREAS, Conflict resolution includes efforts in communities
    11  and schools to reduce violence and encourage effective
    12  negotiation through respectful communication; and
    13     WHEREAS, Common conflict resolution methods include


     1  negotiation, mediation, arbitration, early neutral evaluation,
     2  community conferencing, collaborative law and peer mediation;
     3  and
     4     WHEREAS, Many communities and schools in Pennsylvania are
     5  implementing conflict resolution methods, recognizing this means
     6  of dispute settlement as less costly and more private than
     7  courtroom civil litigation; therefore be it
     8     RESOLVED, That the House of Representatives designate October
     9  16, 2008, as "Conflict Resolution Day" in Pennsylvania.
