HOUSE RESOLUTION

No. 874 Session of 2008


        INTRODUCED BY SCAVELLO, BEAR, BELFANTI, CALTAGIRONE, COHEN,
           FRANKEL, GEORGE, GOODMAN, HENNESSEY, KENNEY, KOTIK, KULA,
           MANN, McCALL, MELIO, MILLARD, MURT, PALLONE, PAYNE, PETRONE,
           QUINN, SIPTROTH, SWANGER AND YOUNGBLOOD, SEPTEMBER 12, 2008

        REFERRED TO COMMITTEE ON INTERGOVERNMENTAL AFFAIRS,
           SEPTEMBER 12, 2008

                                  A RESOLUTION

     1  Memorializing the Congress of the United States to enact H.R.
     2     3543, which would establish the James Zadroga 9/11 Health and
     3     Compensation Act.

     4     WHEREAS, An estimated 100,000 workers and volunteers
     5  participated in the rescue, recovery and cleanup after the
     6  terrorist attacks on the World Trade Center of September 11,
     7  2001; and
     8     WHEREAS, Those who participated in the operations at the
     9  World Trade Center on or after September 11th were exposed to a
    10  variety of environmental toxins and psychological strains; and
    11     WHEREAS, Many of the individuals affected by the terrorist
    12  attacks experienced severe physical and mental problems in the
    13  period immediately following September 11th; and
    14     WHEREAS, A considerable number of people continue to have
    15  physical and mental difficulties, and it is unknown what other
    16  problems may develop in the future; and
    17     WHEREAS, Although there are three Centers of Excellence in

     1  World Trade Center health care in New York City that screen and
     2  treat those affected by the September 11th attacks, those
     3  clinics have struggled to maintain and improve their services
     4  without a steady stream of Federal funding; and
     5     WHEREAS, The James Zadroga 9/11 Health and Compensation Act,
     6  known as H.R. 3543, was introduced to provide medical monitoring
     7  and treatment for anyone exposed to toxins from the World Trade
     8  Center; and
     9     WHEREAS, H.R. 3543 would establish the World Trade Center
    10  Health Programs within the National Institute for Occupational
    11  Safety and Health to provide free care for responders and others
    12  affected by the events of September 11th; and
    13     WHEREAS, The enactment of H.R. 3543 will ensure that first
    14  responders and others who spent time in the area around the
    15  World Trade Center would receive medical monitoring and
    16  treatment for all conditions related to the terrorist attacks
    17  and research into medical conditions related to the World Trade
    18  Center would be conducted; and
    19     WHEREAS, Courage and sacrifice demonstrated by the citizens
    20  of this country are worthy of acknowledgment and the necessary
    21  treatment, and those who suffer deserve to be recognized for
    22  their courage, sacrifice and struggles; therefore be it
    23     RESOLVED, That the House of Representatives memorialize
    24  Congress to enact H.R. 3543, which would establish the James
    25  Zadroga 9/11 Health and Compensation Act; and be it further
    26     RESOLVED, That a copy of this resolution be transmitted to
    27  the President of the United States, to the presiding officers of
    28  each house of Congress and to each member of Congress from
    29  Pennsylvania.
