A CONCURRENT RESOLUTION 1 Urging the Governor to issue an executive order allowing State 2 agencies and departments to implement the use of alternative 3 workweek scheduling for all nonessential employees. 4 WHEREAS, Employees of the Commonwealth are integral to 5 providing vital services to all Pennsylvanians; and 6 WHEREAS, A cornerstone of an effective and efficient 7 government is the availability of, and access to, public 8 servants; and 9 WHEREAS, The normal hours of government operation often 10 unintentionally restrict Pennsylvanians' opportunity to avail 11 themselves of these services; and 12 WHEREAS, Spiraling gasoline prices are putting a tremendous 13 strain on employees of the Commonwealth and all commuting 14 Pennsylvanians, especially those who travel long distances to 15 their places of employment; and 16 WHEREAS, The currently volatile energy sector of the economy 17 has heavily influenced the driving habits of all Commonwealth
1 citizens, especially during the summer driving months; and 2 WHEREAS, The General Assembly recognizes the economic burden 3 that all citizens of this Commonwealth bear when faced with a 4 foundering economy, rising inflation and increasing energy 5 costs; and 6 WHEREAS, In 2005, the State of Georgia adopted similar 7 schedules in the wake of Hurricanes Katrina and Rita as a way of 8 conserving gasoline and other motor fuels; and 9 WHEREAS, States such as Arkansas, Delaware, Oklahoma and West 10 Virginia are all considering similar alternative workweek 11 proposals; and 12 WHEREAS, Employers and employees in both public and private 13 sectors of industry and commerce have expanded options with 14 respect to the traditional workweek, such as a four-day workweek 15 and telecommuting; and 16 WHEREAS, Adoption of alternative workweek scheduling by the 17 Commonwealth would stand as an example for local governments and 18 private industry to follow; therefore be it 19 RESOLVED (the Senate concurring), That the General Assembly 20 urge the Governor to issue an executive order to allow various 21 State agencies and departments to implement alternative workweek 22 scheduling for nonessential personnel where applicable.
