        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 3, 2008

                                  A RESOLUTION

     1  Observing the week of April 13 through 19, 2008, as "Crime
     2     Victims' Rights Week" in Pennsylvania.

     3     WHEREAS, A violent crime is committed in the United States
     4  every 22.8 seconds; and
     5     WHEREAS, Each year approximately 23 million Americans are
     6  victimized by crime, 5.2 million of whom are victims of violent
     7  crime; and
     8     WHEREAS, Crime victims play an indispensable role in bringing
     9  offenders to justice; and
    10     WHEREAS, Law-abiding citizens are no less deserving of
    11  justice, rights, resources, restoration and rehabilitation than
    12  the violent offenders who victimize them; and

     1     WHEREAS, Crime victims and their advocates over the past two
     2  decades have made unparalleled progress toward balancing the
     3  scales of justice in our criminal justice system; and
     4     WHEREAS, The millions of survivors of crime and their
     5  families and advocates deserve justice; and
     6     WHEREAS, As a nation devoted to liberty and justice for all,
     7  the United States must increase its efforts to protect, restore
     8  and expand crime victims' rights; and
     9     WHEREAS, Victim service providers, criminal justice officials
    10  and concerned citizens throughout our nation are joining
    11  together to observe "National Crime Victims' Rights Week";
    12  therefore be it
    13     RESOLVED, That the House of Representatives observe the week
    14  of April 13 through 19, 2008, as "Crime Victims' Rights Week" in
    15  Pennsylvania; and be it further
    16     RESOLVED, That the House of Representatives reaffirm its
    17  commitment to address victims' rights and criminal justice
    18  issues during "Crime Victims' Rights Week" and throughout the
    19  year.
