INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, APRIL 2, 2008
A RESOLUTION 1 Encouraging Pennsylvanians to purchase products which are made 2 in the United States and this Commonwealth. 3 WHEREAS, The United States Consumer Product Safety Commission 4 issued more than 60 recalls in 2007, one of which resulted in 5 more than 25 million toys having been recalled for elevated 6 levels of lead; and 7 WHEREAS, The 25 million recalled toys equates to two toys for 8 every man, woman and child who are, collectively, citizens of 9 this Commonwealth; and 10 WHEREAS, More than four million other recalled toys were 11 laced with flunitrazepam, which is a powerful drug associated 12 with date rape; and 13 WHEREAS, The Centers for Disease Control and Prevention 14 estimate that 310,000 children living in this country have
1 elevated blood lead levels; and 2 WHEREAS, In 2005, the Centers for Disease Control and 3 Prevention found 4,918 confirmed cases of children six years of 4 age or younger residing within this Commonwealth with elevated 5 blood lead levels; and 6 WHEREAS, Various other products from Chinese manufacturers, 7 notably toothpaste, pet food and cold medicine, have been found 8 to be dangerous to animals and people in both this Commonwealth 9 and the United States; and 10 WHEREAS, The current domestic trade imbalance with China has 11 forced an estimated 2.1 million hard-working Americans from 12 their jobs; and 13 WHEREAS, The residents of this Commonwealth and the United 14 States deserve the best quality and safest goods for themselves 15 and their families; and 16 WHEREAS, Spending American dollars on American products and 17 companies serves not only the collective good, but saves 18 valuable American jobs; and 19 WHEREAS, Oppressive and authoritarian regimes preordain 20 wages, prevent free trade unions, manipulate the principles and 21 rules of law to meet their needs and disregard the safety and 22 well-being of the citizenry at large; and 23 WHEREAS, Multibillion dollar, global organizations are 24 threatening the livelihood of Pennsylvanians and Americans 25 simply to increase their profit margins at the expense of 26 consumer safety; and 27 WHEREAS, More than 12 million hard-working residents of this 28 Commonwealth can purchase such varied, Pennsylvania-made items, 29 as toys, motorcycles, beer, food, clothing, art supplies, 30 musical instruments and many others; and 20080H0675R3515 - 2 -
1 WHEREAS, In this time of economic instability, rising energy 2 costs and increased transportation costs, organizations should 3 promote the safety and well-being of both Pennsylvania's and 4 America's working families before emphasizing profit margins; 5 therefore be it 6 RESOLVED, That the House of Representatives recognize the 7 value of a global economy, but not at the expense of America's 8 working families who have struggled to provide us with the 9 American way of life or the lifestyle we enjoy today and 10 strongly encourage all Pennsylvanians to purchase products that 11 are made in Pennsylvania and the United States first.
