        REFERRED TO COMMITTEE ON RULES, MARCH 27, 2008

                                  A RESOLUTION

     1  Amending the Rules of the House of Representatives, providing
     2     for member priority bills.

     3     RESOLVED, That the Rules of the House of Representatives be
     4  amended by adding a rule to read:
     5                            RULE 21 (a)
     6                       Member Priority Bills
     7     (1)  Each member shall be entitled to a standing committee
     8  vote on whether to report one bill per year for consideration by
     9  the House that the member designates as a member priority bill.
    10     (2)  The member shall select a member priority bill on or
    11  before April 1 of each year of the term and shall notify the
    12  chairman of the appropriate committee who shall inform the
    13  Speaker, the minority chairman and the Parliamentarian regarding
    14  each selection of a member priority bill within 15 days after
    15  receiving the notice from the member.
    16     (3)  Following receipt of notice, the committee chairman


     1  shall schedule a standing committee vote on each member priority
     2  bill within the committee and the standing committee shall
     3  conduct a vote on whether or not to report that bill on or
     4  before November 1 of the same year. The member shall be entitled
     5  to make a presentation to the standing committee on the merits
     6  of the member priority bill selected by that member at the same
     7  meeting at which the vote is taken on whether to report that
     8  bill.
     9     (4)  If the member priority bill is reported from committee
    10  in accordance with this rule, it shall be listed as a member
    11  priority bill and the bill shall be placed on the voting
    12  schedule by the Majority Leader and called up for a vote on
    13  third consideration by the Speaker within 90 days or prior to
    14  the end of the year, whichever occurs first, unless it is
    15  defeated on first consideration or second consideration.
    16     (5)  Only the prime sponsor of a bill may designate that bill
    17  as a member priority bill.
    18     (6)  For the 2007-2008 legislative session, each member who
    19  wishes to utilize this rule shall select a member priority bill
    20  within 30 days after the adoption of this rule and the committee
    21  shall conduct a vote on the bill on or before June 30, 2008, or
    22  within 60 days after the rule is adopted, whichever is later.
    23  The House shall consider every member priority bill reported
    24  from committee in accordance with this rule prior to the
    25  expiration of the session.
