        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 17, 2008

                                  A RESOLUTION

     1  Designating April 6, 2008, as "Tartan Day" in Pennsylvania.

     2     WHEREAS, On April 6, 1320, the Scottish Parliament, meeting
     3  at Arbroath Abbey, sent a declaration to Pope John XXII that
     4  asserted the independence of Scotland and recited the services
     5  that their "Lord and sovereign, Robert the Bruce had rendered";
     6  and
     7     WHEREAS, The declaration of Scottish independence, known as
     8  the Declaration of Arbroath, stated "for we fight not for glory,
     9  nor riches, nor honours, but for freedom alone, which no good
    10  man gives up except for his life"; and
    11     WHEREAS, The Commonwealth of Pennsylvania possesses a rich
    12  history, filled with the character and strength of a truly
    13  diverse population; and
    14     WHEREAS, Within our society, the contributions of Scottish


     1  Americans are varied and plentiful, and hundreds of thousands of
     2  Scottish Americans are proud to call Pennsylvania their home;
     3  and
     4     WHEREAS, In July 1776, members of the Continental Congress
     5  declared their independence from England and formed the United
     6  States of America; and
     7     WHEREAS, As a country born from revolution and a belief in
     8  freedom for all, it is appropriate to celebrate and recognize
     9  these values throughout the world; and
    10     WHEREAS, Over the centuries the contributions of Scottish
    11  Americans to the growth and prosperity of our nation are well
    12  documented; and
    13     WHEREAS, Today over 6 million Americans of Scottish descent
    14  reside within our borders and continue to donate to a future
    15  filled with hope, possibility and boundless horizons; therefore
    16  be it
    17     RESOLVED, That the House of Representatives designate April
    18  6, 2008, as "Tartan Day" in Pennsylvania.
