        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           DECEMBER 10, 2007

                                  A RESOLUTION

     1  Congratulating its dear friend and colleague, Dr. Paula K. Hess,
     2     on her retirement from the House of Representatives.

     3     WHEREAS, Dr. Paula K. Hess has announced that she will retire
     4  from the Pennsylvania House of Representatives at the end of
     5  2007; and
     6     WHEREAS, Dr. Hess is a true professional with extensive
     7  academic training, including a doctoral degree in education, and
     8  an exceptionally varied work experience that includes service as
     9  a coordinator for educational and cultural services to
    10  Indochinese refugees, service as a public school teacher for


     1  eight years and employment with both the Pennsylvania State
     2  Education Association and the Pennsylvania Association of School
     3  Administrators; and
     4     WHEREAS, Having served as the director of legislation for
     5  Majority Leader Samuel E. Hayes, Jr., Dr. Hess began her career
     6  in State government in 1982 and continued her service as the
     7  Director of the Republican Legislative Research Department and
     8  the senior advisor to the Republican leadership team; and
     9     WHEREAS, Known as "Doc" by her colleagues, Dr. Hess has
    10  become the leading expert in this Commonwealth on educational
    11  policy and has been the creative force behind every major
    12  educational reform for the last 25 years; and
    13     WHEREAS, These reforms have included the Education
    14  Empowerment Act and legislation establishing Disruptive Students
    15  Programs, the Reading to Succeed Program and Pennsylvania
    16  Accountability Grants, which have contributed to making the
    17  Commonwealth's educational system world-class; and
    18     WHEREAS, The ultimate example of a public servant, Dr. Hess
    19  has been a mentor to her colleagues; and
    20     WHEREAS, Dr. Hess has truly heeded the adage to leave the
    21  world a better place; therefore be it
    22     RESOLVED, That the House of Representatives warmly
    23  congratulate its dear friend and colleague, Dr. Paula K. Hess,
    24  on her retirement from the House of Representatives; and be it
    25  further
    26     RESOLVED, That a copy of this resolution be transmitted to
    27  Dr. Paula K. Hess.
