A RESOLUTION 1 Urging the United States Census Bureau to change its policy of 2 recording the residence of incarcerated persons from the 3 location of the correctional facilities to the last known 4 home address of such persons. 5 WHEREAS, The United States Census Bureau has a statutory duty 6 to conduct a census of the national population every ten years, 7 perform censuses of economic activity and state and local 8 governments every five years and annually engage in more than 9 100 other surveys; and 10 WHEREAS, The sole purpose of the censuses and surveys is to 11 collect general statistical information from individuals and 12 establishments in order to compile statistics; and 13 WHEREAS, The United States Census Bureau has a policy of 14 recording the residence of incarcerated persons as the location 15 of the correctional facility that houses them, rather than the 16 last known home address for such persons; and 17 WHEREAS, This policy is unfair, unsound and should be 18 changed; therefore be it
1 RESOLVED, That the House of Representatives of the 2 Commonwealth of Pennsylvania urge the United States Census 3 Bureau to change its policy of recording the residence of 4 incarcerated persons from the location of the correctional 5 facility to the last known home address of such persons; and be 6 it further 7 RESOLVED, That a copy of this resolution be transmitted to 8 the Director of the United States Census Bureau.
