        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           DECEMBER 4, 2007

                                  A RESOLUTION

     1  Recognizing the patriotic, cultural, historic and artistic
     2     aspects of stamp collecting and related documents.

     3     WHEREAS, Postage stamps of the United States reflect and
     4  extol the patriotic, cultural, historic and artistic aspects of
     5  this Commonwealth and of this country; and
     6     WHEREAS, Collecting stamps, historical mail, documents and
     7  related artifacts preserves and perpetuates our patriotism,
     8  culture, history and art; and
     9     WHEREAS, Collectors become better educated citizens through
    10  stamp collecting; and
    11     WHEREAS, Stamp collecting promotes literacy and artistic
    12  creativity; and
    13     WHEREAS, Research shows that children who collect stamps and
    14  related documents are more likely to succeed in school; and


     1     WHEREAS, Stamp collecting is a hobby that can be enjoyed by
     2  people with special needs; and
     3     WHEREAS, The stamp collecting hobby is an activity that
     4  family members of all ages can enjoy together; and
     5     WHEREAS, Stamp collecting links people, families and cultures
     6  together through a common bond; and
     7     WHEREAS, The main reasons collectors are interested in the
     8  hobby are the history reflected in stamps and the relaxation and
     9  relief from stress that the pastime provides; and
    10     WHEREAS, The Commonwealth has three excellent resources to
    11  aid citizens in beginning and furthering the hobby of stamp
    12  collecting; and
    13     WHEREAS, Those resources are Stamp Camp USA in Elkland,
    14  Pennsylvania, and the American Philatelic Society and the
    15  American Philatelic Research Library, headquartered jointly in
    16  Bellefonte, Pennsylvania; and
    17     WHEREAS, Those organizations have both a local and a national
    18  scope; therefore be it
    19     RESOLVED, That the House of Representatives support the
    20  enterprise of stamp collecting and its allied philatelic
    21  pursuits as pastimes conducive to good citizenship; and be it
    22  further
    23     RESOLVED, That the House of Representatives encourage all
    24  Pennsylvanians to recognize and celebrate the value of
    25  collecting stamps and related documents.
