           SCHRODER AND SWANGER, NOVEMBER 19, 2007

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           NOVEMBER 19, 2007

                                  A RESOLUTION

     1  Recognizing November 20, 2007, as "Cyber Charter Education Day -
     2     Cyber 101 Day" in Pennsylvania.

     3     WHEREAS, The promise of public education is to serve every
     4  child and to help each child reach his or her full potential;
     5  and
     6     WHEREAS, This mission presents an immense challenge for all
     7  educators due to the variety of academic, socioeconomic and
     8  personality differences among students; and
     9     WHEREAS, Online public schools have become one of the most
    10  innovative education models for reaching a diverse body of
    11  students; and
    12     WHEREAS, Students in this Commonwealth's cyber charter
    13  schools cover the entire spectrum: those with special needs,
    14  students who have fallen behind academically, students with
    15  medical issues, victims of bullying, dropouts from schools and
    16  students who need a more personalized learning experience; and
    17     WHEREAS, Public cyber charter schools offer children complete

     1  educational programs individualized to meet their personal needs
     2  and customized to their learning style; and
     3     WHEREAS, Cyber charter schools have enrollments that are as
     4  large or larger than many school districts; and
     5     WHEREAS, Enrollment in cyber charter schools is voluntary and
     6  a conscious choice of parents and students; and
     7     WHEREAS, Demand for online learning is skyrocketing, and
     8  enrollment in online public schools is among the fastest-growing
     9  trends in education, with an estimated one million students in
    10  kindergarten through 12th grade enrolled in these programs; and
    11     WHEREAS, Pennsylvania is a pioneer State in online education,
    12  with 11 public cyber charter schools serving students from
    13  nearly all school districts across this Commonwealth; and
    14     WHEREAS, The Commonwealth's public cyber charter schools are
    15  a success story, with more than 20,000 students and their
    16  parents finding the most appropriate public educational program
    17  for them within these schools; therefore be it
    18     RESOLVED, That the House of Representatives recognize
    19  November 20, 2007, as "Cyber Charter School Education Day -
    20  Cyber Day 101" in Pennsylvania.
