        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           OCTOBER 30, 2007

                                  A RESOLUTION

     1  Recognizing November 2007 as "National Diabetes Month."

     2     WHEREAS, The Commonwealth recognizes the importance of
     3  diagnosing and treating diabetes effectively; and
     4     WHEREAS, The Commonwealth recognizes the importance of
     5  promoting diabetes awareness and education; and
     6     WHEREAS, The most recent statistics regarding expenditures
     7  nationwide for the direct and indirect treatment of diabetes
     8  reflect costs of $132 billion; and
     9     WHEREAS, In the United States 14.6 million cases are


     1  diagnosed, and 6.2 million cases go undiagnosed, making diabetes
     2  the sixth leading cause of death; and
     3     WHEREAS, Approximately 1.5 million people are diagnosed with
     4  diabetes across the nation each year; and
     5     WHEREAS, Nearly 21 million children and adults have diabetes
     6  in the United States; and
     7     WHEREAS, In the United States, 7% of the general population,
     8  13.3% of the African-American population, 9.5% of the Hispanic
     9  population and 15.1% of the Native-American population have
    10  diabetes, and each year 12,000 to 24,000 people lose their
    11  eyesight nationwide; and
    12     WHEREAS, Diabetes is the leading cause of new blindness in
    13  people 20 to 74 years of age; and
    14     WHEREAS, Other complications of diabetes include heart
    15  disease, stroke, kidney disease, nerve disease and amputation;
    16  and
    17     WHEREAS, Control of blood glucose levels in people with
    18  diabetes has been shown to dramatically decrease the likelihood
    19  of the occurrence of complications, thus improving the patients'
    20  quality of life and decreasing health care expenditures; and
    21     WHEREAS, Education concerning diabetes is critical in raising
    22  awareness and in managing diabetes with a healthy lifestyle; and
    23     WHEREAS, November 2007 has been designated as "National
    24  Diabetes Month" throughout the United States; therefore be it
    25     RESOLVED, That the House of Representatives recognize
    26  November 2007 as "National Diabetes Month" to highlight the
    27  value of education in providing diabetes treatment, which is
    28  cost effective and improves the quality of life for people with
    29  diabetes; and be it further
    30     RESOLVED, That people with diabetes, their families and

     1  friends and health care professionals in this Commonwealth be
     2  urged to utilize this month to increase awareness and
     3  understanding of diabetes so that in the future people with
     4  diabetes will be better able to care for their own needs and
     5  others will be better prepared to serve the needs of people with
     6  diabetes.
