A RESOLUTION 1 Observing the week of October 28 through November 4, 2007, as 2 "White Ribbon Against Pornography Week" in Pennsylvania. 3 WHEREAS, Pornography degrades and dehumanizes both female and 4 male participants; and 5 WHEREAS, Pornography presents youth with a false and 6 distorted image of human sexuality, devoid of love, commitment 7 and responsibility; and 8 WHEREAS, Pornography features and promotes rape and other 9 antisocial behaviors in an era of increasing sexual violence and 10 an epidemic of sexually transmitted diseases; and 11 WHEREAS, Pornography has the potential to lead both children 12 and adults into destructive sexual addictions; and 13 WHEREAS, Pornography can contribute to the breakup of 14 marriages; and
1 WHEREAS, So-called "adult" pornography is commonly used by 2 pedophiles to desensitize children and break down their 3 resistance to sexual acts; and 4 WHEREAS, Children have been known to molest other children in 5 imitation of what they have seen in pornography; and 6 WHEREAS, According to a study conducted by Crimes Against 7 Children's Resource Center, the percentage of Internet users 8 between ten years of age and 17 years of age who were exposed to 9 unwanted pornography in the previous year increased from 25% in 10 2000 to 34% in 2005; and 11 WHEREAS, The National Center on Addiction and Substance Abuse 12 conducted a 2004 survey in which 45% of teens surveyed indicated 13 they have friends who regularly view and download pornography 14 from the Internet; and 15 WHEREAS, Federal and State obscenity laws have been enacted 16 against hardcore pornography to protect public safety, public 17 health and public morality; and 18 WHEREAS, The United States Supreme Court has held that 19 obscenity is not protected speech under the First Amendment; and 20 WHEREAS, A poll conducted by Harris Interactive in November 21 2005 found that 77% of adult Americans surveyed support the 22 Department of Justice crackdown on obscene materials; and 23 WHEREAS, Americans throughout the United States will be 24 participating in "White Ribbon Against Pornography Week" in 25 various ways to support the enforcement of obscenity laws; 26 therefore be it 27 RESOLVED, That the House of Representatives observe the week 28 of October 28 through November 4, 2007, as "White Ribbon Against 29 Pornography Week" in Pennsylvania.
