        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           OCTOBER 16, 2007

                                  A RESOLUTION

     1  Designating the month of October 2007 as "Underage Drinking
     2     Awareness Month" in Pennsylvania.

     3     WHEREAS, More youth in the United States drink alcohol than
     4  smoke tobacco or marijuana, making it the drug most used by
     5  young people; and
     6     WHEREAS, Each day, more than 5,400 children in the United
     7  States under 16 years of age take their first drink; and
     8     WHEREAS, More than 60% of eighth graders and 80% of tenth
     9  graders who were surveyed claim that it is fairly easy or very
    10  easy to obtain alcohol; and
    11     WHEREAS, One in six eighth graders is a current drinker; and
    12     WHEREAS, One in five youth, ages 12 to 20, has been involved
    13  in binge drinking (five or more drinks on one occasion); and


     1     WHEREAS, Each day, an estimated three teens in the United
     2  States die from drinking and driving; and
     3     WHEREAS, Each day, at least six more youths under 21 years of
     4  age die of nondriving alcohol-related causes, such as homicide,
     5  suicide or drowning; and
     6     WHEREAS, More than 70,000 college students are victims of
     7  alcohol-related sexual assault or date rape each year; and
     8     WHEREAS, Recent studies have found that heavy exposure of the
     9  adolescent brain to alcohol may interfere with brain
    10  development, causing loss of memory and other skills; therefore
    11  be it
    12     RESOLVED, That the House of Representatives designate the
    13  month of October 2007 as "Underage Drinking Awareness Month" in
    14  Pennsylvania.
