        INTRODUCED BY LONGIETTI, BELFANTI, CALTAGIRONE, CLYMER, FREEMAN,
           GEORGE, GIBBONS, GOODMAN, GRUCELA, HARHAI, HARKINS, KOTIK,
           KULA, LEVDANSKY, MAHONEY, MELIO, MOYER, MURT, PETRARCA,
           RAMALEY, READSHAW, SHIMKUS, SOLOBAY, SURRA, TANGRETTI,
           YOUNGBLOOD AND SIPTROTH, OCTOBER 4, 2007

                                  A RESOLUTION

     1  Urging the Congress of the United States to repeal the North
     2     American Free Trade Agreement (NAFTA) of 1993 and to adopt H.
     3     Con. Res. 22.

     4     WHEREAS, The North American Free Trade Agreement (NAFTA)
     5  eliminates tariffs among the United States, Canada and Mexico
     6  over a 15-year period, beginning on January 1, 1994, and ending
     7  on December 31, 2008; and
     8     WHEREAS, The nonpartisan Economic Policy Institute reports a
     9  net loss of more than 1 million jobs in all 50 states and the
    10  District of Columbia between 1993 and 2004 as a result of NAFTA;
    11  and
    12     WHEREAS, The Commonwealth of Pennsylvania experienced a net
    13  loss of more than 44,000 jobs between 1993 and 2004 as a result
    14  of NAFTA; and
    15     WHEREAS, The United States Department of Labor offers Trade
    16  Adjustment Assistance (TAA) to trade-affected workers who have
    17  lost their jobs as a result of increased imports or shifts in

     1  production outside the United States; and
     2     WHEREAS, According to the United States Department of Labor,
     3  1.8 million workers have applied for TAA as a result of jobs
     4  lost because of NAFTA and other foreign trade competition; and
     5     WHEREAS, The Commonwealth of Pennsylvania received
     6  approximately $17.6 million for TAA job training programs in
     7  Fiscal Year 2007, which amount was greater than in any other
     8  state; therefore be it
     9     RESOLVED, That the House of Representatives of the
    10  Commonwealth of Pennsylvania urge Congress to repeal NAFTA; and
    11  be it further
    12     RESOLVED, That the House of Representatives of the
    13  Commonwealth of Pennsylvania urge Congress to adopt H. Con. Res.
    14  22, which expresses the sense of Congress that the President of
    15  the United States should provide notice of withdrawal of the
    16  United States from NAFTA; and be it further
    17     RESOLVED, That copies of this resolution be transmitted to
    18  the presiding officers of each house of Congress and to each
    19  member of the Pennsylvania Congressional Delegation.
