HOUSE RESOLUTION

No. 427 Session of 2007


        INTRODUCED BY ELLIS, BAKER, BEAR, BOBACK, CAUSER, CLYMER, COX,
           FLECK, HERSHEY, JAMES, McILHATTAN, MENSCH, METCALFE, PALLONE,
           QUIGLEY, RAPP, ROAE, SAYLOR, SONNEY, R. STEVENSON AND
           SWANGER, OCTOBER 3, 2007

        REFERRED TO COMMITTEE ON INTERGOVERNMENTAL AFFAIRS,
           OCTOBER 3, 2007

                                  A RESOLUTION

     1  Urging the Congress of the United States to ban Internet access
     2     taxes before the moratorium expires.

     3     WHEREAS, Broadband Internet access for all Americans is an
     4  important public policy objective; and
     5     WHEREAS, Taxing Internet access will have a chilling effect
     6  on broadband investment in rural and low-density areas where
     7  fewer consumers will buy a higher-priced product; and
     8     WHEREAS, Less deployment in rural and low-density areas means
     9  fewer people can telework, reducing personal quality of life and
    10  the public good effects, such as reducing commuting traffic and
    11  pollution; and
    12     WHEREAS, Taxing Internet access widens the digital divide and
    13  limits the economic and educational opportunities available to
    14  lower-income Americans: 11% of households with income below
    15  $30,000 have broadband service compared to 61% of households
    16  with income above $100,000; and


     1     WHEREAS, Taxing Internet access raises costs for distance
     2  learning, interactive medicine and new online business models;
     3  and
     4     WHEREAS, The current Federal moratorium on Internet access
     5  taxes expires on November 1, 2007; and
     6     WHEREAS, Extending or making permanent the current moratorium
     7  on Internet access taxes would have substantial positive
     8  downstream effects for Internet infrastructure and services
     9  throughout the United States; therefore be it
    10     RESOLVED, That the House of Representatives of the
    11  Commonwealth of Pennsylvania, in support of a permanent ban on
    12  Internet access taxes, urge the Congress to act quickly to enact
    13  new legislation banning Internet access taxes before the current
    14  moratorium expires; and be it further
    15     RESOLVED, That the House of Representatives convey its
    16  support to each member of Congress from Pennsylvania and the
    17  President of the United States; and be it further
    18     RESOLVED, That copies of this resolution be transmitted to
    19  the President of the United States and to each member of
    20  Congress from Pennsylvania.
