        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 26, 2007

                                  A RESOLUTION

     1  Designating October 18, 2007, as "Lights On Afterschool! Day" in
     2     Pennsylvania.

     3     WHEREAS, Nearly 1.8 million school-age children and youth in
     4  Pennsylvania return from school to a home where every parent is
     5  absent due to employment outside the home; and
     6     WHEREAS, Many of these children are unsupervised on average
     7  20 to 25 hours per week; and
     8     WHEREAS, After school programs provide safe, challenging,
     9  engaging and fun learning experiences to help children and youth
    10  develop social, emotional, physical, cultural and academic
    11  skills; and
    12     WHEREAS, After school programs support working families by
    13  ensuring that their children are safe and productive after the
    14  regular school day ends; and


     1     WHEREAS, After school programs build stronger communities by
     2  involving parents, business leaders and student and adult
     3  volunteers in the lives of our young people, thereby promoting
     4  positive relationships among children, youth, families and
     5  adults; and
     6     WHEREAS, After school programs engage families, schools and
     7  diverse community partners in advancing the well-being of our
     8  children; and
     9     WHEREAS, Lights On Afterschool! is a national celebration of
    10  after school programs on October 18, 2007, that promotes the
    11  critical importance of quality after school programs in the
    12  lives of children, their families and their communities;
    13  therefore be it
    14     RESOLVED, That the House of Representatives designate October
    15  18, 2007, as "Lights On Afterschool! Day" in Pennsylvania.
