        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JULY 13, 2007

                                  A RESOLUTION

     1  Congratulating Rachel Brooks of Broomall, Delaware County,
     2     Pennsylvania, on winning the 2007 Miss Pennsylvania pageant.

     3     WHEREAS, Rachel Brooks, the 24-year-old University of
     4  Pennsylvania graduate student in the Fels School of Government,
     5  competed not once, but four times, for the title of Miss
     6  Pennsylvania before winning the crown at Nazareth Area High
     7  School; and
     8     WHEREAS, Miss Brooks is only the second African-American
     9  woman to be named Miss Pennsylvania; and
    10     WHEREAS, In past competitions, Miss Brooks performed a dance
    11  routine, but she decided this year to sing "Summertime" from the

     1  opera "Porgy and Bess"; and
     2     WHEREAS, Miss Brooks impressed all of the judges with her
     3  sincerity, poise and commitment to her platform of autism
     4  awareness; and
     5     WHEREAS, Miss Brooks, who is taking a leave of absence from
     6  her job as a research analyst with an economic consulting firm
     7  in Philadelphia, has an 18-year-old brother who was diagnosed
     8  with autism when he was two, and she hopes to raise money for
     9  research into the disability during her reign; and
    10     WHEREAS, As Miss Pennsylvania, Miss Brooks won a $7,000
    11  scholarship and the opportunity to compete in the Miss America
    12  pageant held in January 2008 in Las Vegas; therefore be it
    13     RESOLVED, That the House of Representatives congratulate
    14  Rachel Brooks on winning the 2007 Miss Pennsylvania pageant and
    15  wish her continued success in her quest to earn the title of
    16  Miss America 2008.
