        INTRODUCED BY PETRI, REICHLEY, BELFANTI, CALTAGIRONE, CAPPELLI,
           CLYMER, COHEN, FRANKEL, GEORGE, GINGRICH, GOODMAN, HENNESSEY,
           MURT, PAYNE, PHILLIPS, RAPP, READSHAW, SEIP, SOLOBAY,
           SWANGER, J. TAYLOR, THOMAS, WALKO, WATSON, YOUNGBLOOD AND
           SONNEY, JULY 9, 2007

                                  A RESOLUTION

     1  Memorializing the Congress of the United States to increase
     2     funding to the National Institutes of Health (NIH) by 6.7% in
     3     each of the next three years to accelerate the momentum of
     4     discovery to improve health and quality of life for millions
     5     of Americans.

     6     WHEREAS, NIH's ability to conduct and support life-saving
     7  research is at risk with the President's Fiscal Year 2008,
     8  budget which would cut funding by more than 13% in inflation-
     9  adjusted dollars since Fiscal Year 2003; and
    10     WHEREAS, NIH-funded research is driving the transformation of
    11  the practice of medicine; and
    12     WHEREAS, Currently the Commonwealth of Pennsylvania ranks
    13  fifth in the total amount of money awarded by the NIH to conduct
    14  and support research; and
    15     WHEREAS, NIH-supported research has resulted in prevention,
    16  diagnosis and treatment of many diseases and has decreased the
    17  absolute number of cancer deaths in our country for the second


     1  year in a row; and
     2     WHEREAS, Recent polls show that a majority of Americans said
     3  more funding for medical and health research now is essential to
     4  our future health and economic prosperity; and
     5     WHEREAS, Activities supported by NIH are integral to the
     6  nation's international competitiveness and to the health and
     7  well-being of all Americans; therefore be it
     8     RESOLVED, That the House of Representatives of the
     9  Commonwealth of Pennsylvania memorialize the Congress to enact
    10  legislation to increase funding to the NIH by 6.7% in each of
    11  the next three years to accelerate the momentum of discovery to
    12  improve health and quality of life for millions of Americans;
    13  and be it further
    14     RESOLVED, That copies of this resolution be transmitted to
    15  the presiding officers of each house of Congress and to each
    16  member of Congress from Pennsylvania.
