        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 18, 2007

                                  A RESOLUTION

     1  Commemorating the 100th anniversary of the designation of the
     2     official flag of the Commonwealth.

     3     WHEREAS, On June 13, 1907, Governor Edwin S. Stuart signed
     4  into law Act 373 designating the official flag of the
     5  Commonwealth; and
     6     WHEREAS, Section 1 of Act 373 of 1907 provides that the
     7  official flag of the Commonwealth be of the same color as the
     8  blue in the flag of the United States, that the Coat of Arms of
     9  the Commonwealth be in the center of the flag and that its edges
    10  be trimmed with a fringe of knotted silk; and
    11     WHEREAS, The official flag of the Commonwealth is truly


     1  representative of the heritage of the Keystone State; and
     2     WHEREAS, The first State flag bearing the Pennsylvania Coat
     3  of Arms was authorized by the General Assembly in 1799; and
     4     WHEREAS, In 1861 the General Assembly directed Governor
     5  Andrew Curtin to procure regimental flags bearing the arms of
     6  the Commonwealth, which were modeled after the United States
     7  flag, with the Pennsylvania Coat of Arms substituting for the
     8  field of stars; and
     9     WHEREAS, The Pennsylvania Coat of Arms consists of a shield
    10  displaying the emblems of the State Seal--the ship, the plow and
    11  sheaves of wheat--crested by an eagle and flanked by two black
    12  horses; and
    13     WHEREAS, An olive branch and a corn stalk cross beneath the
    14  shield and the State motto, "Virtue, Liberty and Independence,"
    15  is festooned below; and
    16     WHEREAS, The official flag of the Commonwealth is flown from
    17  all State buildings and many public buildings within this
    18  Commonwealth; therefore be it
    19     RESOLVED, That the House of Representatives commemorate the
    20  100th anniversary of the designation of the official flag of the
    21  Commonwealth.
