HOUSE RESOLUTION

No. 180 Session of 2007


        INTRODUCED BY YUDICHAK, KOTIK, DePASQUALE, CAPPELLI, ARGALL,
           BELFANTI, BENNINGTON, BIANCUCCI, CALTAGIRONE, CARROLL, COHEN,
           CURRY, DeWEESE, FABRIZIO, FRANKEL, GEIST, GEORGE, GOODMAN,
           GRELL, GRUCELA, HARRIS, HENNESSEY, JAMES, W. KELLER, KING,
           KORTZ, KULA, LEVDANSKY, MACKERETH, MANN, McILHATTAN, MURT,
           MUSTIO, PAYNE, PETRARCA, PETRONE, PICKETT, REICHLEY, RUBLEY,
           SANTONI, SCAVELLO, SOLOBAY, STURLA, THOMAS, WANSACZ AND
           YOUNGBLOOD, APRIL 3, 2007

        REFERRED TO COMMITTEE ON LOCAL GOVERNMENT, APRIL 3, 2007

                            A CONCURRENT RESOLUTION

     1  Establishing a commission to study the Commonwealth's fragmented
     2     system of local governance and identify methods to promote
     3     more regional collaboration in the delivery of municipal
     4     services and the execution of local government.

     5     RESOLVED (the Senate concurring), That the General Assembly,
     6  in response to the recommendation of the Brookings Institution
     7  in its report on this Commonwealth, direct the Majority Leader
     8  of the Senate and the Majority Leader of the House of
     9  Representatives to appoint a commission to study the
    10  Commonwealth's system of local governance and identify methods
    11  to promote more regional collaboration in the delivery of
    12  municipal services and the execution of local government; and be
    13  it further
    14     RESOLVED, That the membership of the commission be:
    15         (1)  The Executive Director of the Center for Local
    16     Government, who shall serve as chairperson.

     1         (2)  The chairperson and minority chairperson of the
     2     Local Government Committee of the House of Representatives or
     3     their designees.
     4         (3)  Members appointed as follows:
     5             (i)  A representative of the Pennsylvania Economy
     6         League, appointed from a list submitted by the league to
     7         the Speaker of the House of Representatives.
     8             (ii)  A representative of the County Commissioners
     9         Association of Pennsylvania, appointed from a list
    10         submitted by the association to the Speaker of the House
    11         of Representatives.
    12             (iii)  A representative of the Pennsylvania State
    13         Association of Township Supervisors, appointed from a
    14         list submitted by the association to the Speaker of the
    15         House of Representatives.
    16             (iv)  A representative of the Pennsylvania State
    17         Association of Boroughs, appointed from a list submitted
    18         by the association to the President pro tempore of the
    19         Senate.
    20             (v)  A representative of the League of Cities and
    21         Municipalities, appointed from a list submitted by the
    22         league to the President pro tempore of the Senate.
    23             (vi)  The Executive Director of the Local Government
    24         Commission;
    25  and be it further
    26     RESOLVED, That the commission be staffed by the Governor's
    27  Center for Local Government Services; and be it further
    28     RESOLVED, That the commission be charged with the following:
    29         (1)  A study of the current system and State programs.
    30         (2)  Recommendation of changes to remove barriers to

     1     regional cooperation.
     2         (3)  Recommendation of changes to improve incentives to
     3     regional cooperation; and be it further
     4     RESOLVED, That the commission report to the General Assembly
     5  the results of its study and its recommendations and file the
     6  report with the Secretary of the Senate and the Chief Clerk of
     7  the House of Representatives by November 30, 2007.
