HOUSE RESOLUTION

No. 109 Session of 2007


        INTRODUCED BY COHEN, BAKER, FRANKEL, GINGRICH, BELFANTI, BISHOP,
           CURRY, CUTLER, DePASQUALE, DONATUCCI, GEORGE, GODSHALL,
           GRUCELA, HARHAI, HENNESSEY, JAMES, JOSEPHS, KIRKLAND, KOTIK,

        AS REPORTED FROM COMMITTEE ON HEALTH AND HUMAN SERVICES, HOUSE
           OF REPRESENTATIVES, AS AMENDED, MAY 8, 2007

                                  A RESOLUTION

     1  Establishing and directing a select committee to examine matters
     2     relating to the shortage of health care professionals in this
     3     Commonwealth.

     4     WHEREAS, There are shortages of physicians, nurses and other
     5  health care professionals in parts of this Commonwealth; and
     6     WHEREAS, There are projections these shortages are worsening;
     7  and
     8     WHEREAS, These shortages are creating a public health care
     9  risk, and the problems appear to be intensifying; and
    10     WHEREAS, Skilled health care professionals are projected to
    11  retire at numbers larger than the numbers of students that
    12  medical, nursing and health care professional schools plan to
    13  graduate; and
    14     WHEREAS, It is difficult to attract health care professionals
    15  to accept what for many are lower paid teaching positions at

     1  times when the demand for teachers is increasing; therefore be
     2  it
     3     RESOLVED, That the House of Representatives establish a
     4  select committee to study and make recommendations as to:
     5         (1)  The degree to which the problem of health care
     6     professional shortages exists.
     7         (2)  Solutions to resolve the shortages of health care
     8     personnel, including recommendations of any legislation and
     9     actions that should be taken by State government officials;
    10  and be it further
    11     RESOLVED, That the select committee be composed of:
    12         (1)  Members to be appointed by the Speaker of the House
    13     of Representatives:
    14             (i)  Four members of the Health and Human Services
    15         Committee.
    16             (ii)  Four members of the Education Committee.
    17             (iii)  Two other members.
    18         (2)  Members to be appointed by the Minority Leader of
    19     the House of Representatives:
    20             (i)  Three members of the Health and Human Services
    21         Committee.
    22             (ii)  Three members of the Education Committee.
    23             (iii)  Two other members;
    24  and be it further
    25     RESOLVED, That the select committee hold hearings and take
    26  testimony at such places it deems necessary in this
    27  Commonwealth; and be it further
    28     RESOLVED, That the select committee be empowered to issue      <--
    29  subpoenas CALL WITNESSES under the hand and seal of the chairman  <--
    30  of the select committee commanding WHO SHALL BE ELECTED BY THE    <--

     1  COMMITTEE MEMBERS INSTRUCTING any person to appear before it, to
     2  answer questions touching matters properly being inquired into
     3  by the committee and to produce such books, papers, records,
     4  accounts, reports and documents as the committee deems
     5  necessary; and be it further
     6     RESOLVED, That the Committee on Health and Human Services and
     7  the Committee on Education assist the select committee to the
     8  extent deemed necessary by the select committee; and be it
     9  further
    10     RESOLVED, That the Chief Clerk, with the Speaker's approval,
    11  pay for the reasonable, appropriate and proper expenses incurred
    12  by the committee, including contracting for specialized
    13  services; and be it further
    14     RESOLVED, That the select committee report its findings and
    15  recommendations to the House of Representatives no later than
    16  November 30, 2008.
