INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, MARCH 6, 2007
A RESOLUTION 1 Extending condolences to the family and friends of the late 2 Francis Peter Bonner of Hazleton, Luzerne County, and 3 commemorating his achievements and contributions to the 4 people of this Commonwealth. 5 WHEREAS, Francis Peter Bonner was a graduate of St. Gabriel's 6 High School in Hazleton, Luzerne County, and attended Villanova 7 University, where he pursued graduate and undergraduate studies, 8 and he also attended the Clarion State College Coal Institute, 9 the University of Pittsburgh Coal Gasification, Liquefaction and 10 Conversion to Electricity Conference and the Penn State 11 University Coal Combustion Technology Seminar; and 12 WHEREAS, Mr. Bonner diligently served working Americans and 13 union members from 1954 through 1960 as a spokesman and leader 14 of the United Mine Workers of America; and 15 WHEREAS, Mr. Bonner worked towards equal opportunity in
1 employment, housing education and public accommodation as a 2 field investigator for the Department of Labor and Industry and 3 as an administrator for the Pennsylvania Human Relations 4 Commission and the United States Department of Housing and Urban 5 Development; and 6 WHEREAS, Mr. Bonner continued his career of public service in 7 State government under Governor Milton Shapp, where he was 8 directly responsible for the administration's energy and fuel 9 development programs; and 10 WHEREAS, Mr. Bonner was the liaison for labor management 11 relations and liaison to the Senate and House of Representatives 12 on matters concerning energy and labor relations, disaster 13 control and relief and industrial development; and 14 WHEREAS, Mr. Bonner was later appointed to the Pennsylvania 15 Public Utility Commission as a fossil fuels coordinator to 16 further develop programs encouraging the use of coal in electric 17 power generation; and 18 WHEREAS, As President of Bonner Associates of Pennsylvania, 19 Mr. Bonner dedicated himself to energy matters, particularly the 20 use of coal, health care, labor management relations and waste 21 disposal and recovery; and 22 WHEREAS, Mr. Bonner served the people of Pennsylvania in that 23 post from 1982 until his death on January 28, 2007, at 71 years 24 of age; therefore be it 25 RESOLVED, That the House of Representatives extend 26 condolences to the family and friends of the late Francis Peter 27 Bonner and honor and commemorate his lifetime of service and 28 achievement.
