A RESOLUTION 1 Commemorating the achievements and contributions the Honorable 2 Harry W. Bass made to the General Assembly and the 3 Commonwealth of Pennsylvania. 4 WHEREAS, The Honorable Harry W. Bass was born on November 4, 5 1866, in West Chester, Pennsylvania; and 6 WHEREAS, Mr. Bass was educated in West Chester public schools 7 and was a graduate of Lincoln University and the University of 8 Pennsylvania School of Law; and 9 WHEREAS, Mr. Bass was elected to the first of two terms in 10 the Pennsylvania House of Representatives in 1910, thereby 11 becoming the first African American to serve in the General 12 Assembly; and 13 WHEREAS, One of the first pieces of legislation 14 Representative Bass introduced in the House of Representatives 15 was a measure to extend civil rights "for all persons, 16 regardless of race," wherever soda water and confectionery were
1 sold; and 2 WHEREAS, Representative Bass served as chairman of the 3 Commonwealth's 150th Anniversary Emancipation Proclamation 4 Celebration and Exposition in Philadelphia; and 5 WHEREAS, Mr. Bass became Assistant City Solicitor of 6 Philadelphia and held that post until his death; therefore be it 7 RESOLVED, That the House of Representatives honor and 8 commemorate the lifetime of service and achievement of the 9 Honorable Harry W.
