AN ACT 1 Amending the act of April 9, 1929 (P.L.177, No.175), entitled 2 "An act providing for and reorganizing the conduct of the 3 executive and administrative work of the Commonwealth by the 4 Executive Department thereof and the administrative 5 departments, boards, commissions, and officers thereof, 6 including the boards of trustees of State Normal Schools, or 7 Teachers Colleges; abolishing, creating, reorganizing or 8 authorizing the reorganization of certain administrative 9 departments, boards, and commissions; defining the powers and 10 duties of the Governor and other executive and administrative 11 officers, and of the several administrative departments, 12 boards, commissions, and officers; fixing the salaries of the 13 Governor, Lieutenant Governor, and certain other executive 14 and administrative officers; providing for the appointment of 15 certain administrative officers, and of all deputies and 16 other assistants and employes in certain departments, boards, 17 and commissions; and prescribing the manner in which the 18 number and compensation of the deputies and all other 19 assistants and employes of certain departments, boards and 20 commissions shall be determined," further providing for the 21 powers and duties of the Auditor General; and repealing 22 provisions relating to the Legislative Audit Advisory 23 Commission. 24 The General Assembly of the Commonwealth of Pennsylvania 25 hereby enacts as follows:
1 Section 1. Section 706 of the act of April 9, 1929 (P.L.177, 2 No.175), known as The Administrative Code of 1929, is amended by 3 adding a subsection to read: 4 Section 706. Auditor General.--* * * 5 (e) The Auditor General shall annually audit the financial 6 affairs of the unified judicial system and the General Assembly 7 and its legislative service agencies using generally accepted 8 government auditing standards. The accounts and books of the 9 unified judicial system, the General Assembly and legislative 10 service agencies, including all receipts, disbursements, 11 contracts, investments and other matters relating to their 12 finances, operation and affairs shall be examined. The Auditor 13 General may recommend measures for the improvement of 14 preauditing and postauditing of the financial affairs of the 15 unified judicial system and the General Assembly and its 16 legislative service agencies. The Auditor General, the Supreme 17 Court and the General Assembly shall provide free access to the 18 audits on their respective Internet websites. 19 Section 2. Repeals are as follows: 20 (1) The General Assembly declares that the repeal under 21 paragraph (2) is necessary to effectuate the amendment of 22 section 706 of the act. 23 (2) The act of June 30, 1970 (P.L.442, No.151), 24 entitled, "An act implementing the provisions of Article 25 VIII, section 10 of the Constitution of Pennsylvania, by 26 designating the Commonwealth officers who shall be charged 27 with the function of auditing the financial transactions 28 after the occurrence thereof of the Legislative and Judicial 29 branches of the government of the Commonwealth, establishing 30 a Legislative Audit Advisory Commission, and imposing certain 20080H2796B4455 - 2 -
