           CONKLIN, CUTLER, FRANKEL, GEIST, GEORGE, GIBBONS, HARKINS,
           HERSHEY, JAMES, K. SMITH, KULA, MAHONEY, MARSICO, MELIO,
           MENSCH, MOYER, PHILLIPS, RAMALEY, RAPP, READSHAW, SAINATO,
           SIPTROTH, SWANGER, VULAKOVICH, PARKER, PAYNE AND SCHRODER,
           AUGUST 28, 2008

        REFERRED TO COMMITTEE ON STATE GOVERNMENT, AUGUST 28, 2008

                                     AN ACT

     1  Selecting, designating and adopting the Regal Fritillary
     2     butterfly as the official State butterfly of the Commonwealth
     3     of Pennsylvania.

     4     Whereas, The only place in the Northeast to witness the
     5  exuberant flight of the Regal Fritillary butterfly is at Fort
     6  Indiantown Gap, home to the Pennsylvania National Guard; and
     7     WHEREAS, The Pennsylvania National Guard's expertise on the
     8  Regal Fritillary butterfly led to a contract with The Nature
     9  Conservancy to assist with the care of this beautiful insect in
    10  its natural habitat; and
    11     WHEREAS, Fort Indiantown Gap is not only a place to witness
    12  these amazing creatures, it is also a thoughtful reminder of the
    13  men and women who have courageously and selflessly fought and
    14  died for our country, our fallen heroes; and
    15     WHEREAS, In many cultures around the world, the butterfly is
    16  the symbol of reincarnation and rebirth; and


     1     WHEREAS, Fort Indiantown Gap is the resting place of many
     2  heroes, and naming the Regal Fritillary butterfly the
     3  Pennsylvania State Butterfly in their honor would be a small
     4  tribute to their ultimate sacrifice; and
     5     WHEREAS, The beauty and grace of this butterfly will serve as
     6  a tribute to our fallen heroes, and it can bring a sense of joy
     7  to all citizens of this Commonwealth.
     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10  Section 1.  Official State butterfly.
    11     The Regal Fritillary butterfly is hereby selected, designated
    12  and adopted as the official State butterfly of the Commonwealth
    13  of Pennsylvania.
    14  Section 2.  Effective date.
    15     This act shall take effect in 60 days.
