                                     AN ACT

     1  Designating the bridges on State Route 830 over Interstate 80 in
     2     Washington Township, Jefferson County, as the SFC Michael J.
     3     Tully Memorial Bridges.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  SFC Michael J. Tully Memorial Bridges.
     7     (a)  Declaration of policy.--The General Assembly finds and
     8  declares as follows:
     9         (1)  Michael J. Tully, 33, formerly of the Beechwoods
    10     section of Falls Creek was born December 28, 1973, in
    11     Pittsburgh, Pennsylvania. He is survived by his parents, Jack
    12     and Marilyn Tully, his wife Heather, his son Slade, his
    13     brother John and his sister Heather.

     1         (2)  He was a 1992 graduate of Brockway High School and
     2     was a member of the National Honor Society and played
     3     football. He was a member of Beechwoods Presbyterian Church.
     4     He enjoyed mountain biking, rock climbing, running, sports
     5     cars and scuba diving. He wanted to be a career soldier,
     6     joining the Marine Corps when he turned 18 and joining the
     7     Army four years later. He became an Army Ranger and then was
     8     selected to become a Special Forces Green Beret.
     9         (3)  His military education includes the Warrior Leaders
    10     Course, Basic Noncommissioned Officer Course, Basic Airborne
    11     Course, Military Free Fall Parachutist Course, Ranger Course,
    12     S.E.R.E. (survival, evasion, resistance, escape) Course,
    13     Total Army Instructor Training Course, Long Range
    14     Surveillance Leaders Course and Special Forces Diving
    15     Supervisors Course, Special Forces Qualification Course,
    16     Emergency Medical Technician (Combat Medic 18D) Course and
    17     Combat Life Saver's Course. He spoke fluent Indonesian.
    18         (4)  He was posthumously awarded the Bronze Star, Purple
    19     Heart, Meritorious Service Medal, Iraqi Campaign Medal and
    20     the Combat Infantryman Badge. His additional awards include
    21     the Army Commendation Medal Second Oak Leaf Cluster,
    22     Meritorious Unit Citation, Good Conduct Medal Second Award,
    23     National Defense Service Medal Second Award, Global War on
    24     Terrorism Service Medal, Korean Defense Service Medal,
    25     Noncommissioned Officer Professional Development Ribbon, Army
    26     Service Ribbon, Overseas Service Ribbon, United States Navy
    27     and United States Marine Corps Overseas Service Ribbon,
    28     Expert Infantryman Badge, Parachutist Badge, Military Free
    29     Fall Parachutist Badge, Scuba Diver Badge, Ranger Tab and the
    30     Special Forces Tab.

     1         (5)  Sgt. 1st Class Tully died August 23, 2007, from
     2     injuries suffered when his vehicle was struck by an
     3     improvised explosive device near Al Aziziyah, southeast of
     4     Baghdad, Iraq. He had served as a Special Forces Medic with
     5     Company C, 2nd Battalion, 1st Special Forces Group (A) ODA
     6     164 (Airbone). He was deployed to Iraq in support of
     7     Operation Iraqi Freedom as a member of the Combined Joint
     8     Special Operations Task Force - Arabian Peninsula. Tully was
     9     on his second tour in Iraq, where he was serving as a combat
    10     medic. He had been in Iraq for about six weeks. SFC John R.
    11     Tully, 36, also serving in Iraq, accompanied his brother's
    12     body home.
    13     (b)  Designation.--The bridges on State Route 830 over
    14  Interstate 80 in Washington Township, Jefferson County, commonly
    15  referred to as the Red Mill Bridges, are hereby designated as
    16  the SFC Michael J. Tully Memorial Bridges.
    17     (c)  Signs.--The Department of Transportation shall erect and
    18  maintain appropriate signs at each end of the bridges to
    19  indicate the designation under subsection (b) and shall include
    20  at a minimum the following information: SFC Michael J. Tully
    21  Memorial Bridges; 1st Special Forces Group (Airborne) KIA - Iraq
    22  -23 August 2007.
    23  Section 2. Effective date.
    24     This act shall take effect in 60 days.
