AN ACT
1 Making an appropriation to the Philadelphia College of
2 Osteopathic Medicine, Philadelphia.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. The sum of $6,609,000 $6,523,000 is hereby <--
6 appropriated to the Philadelphia College of Osteopathic
7 Medicine, Philadelphia, for the fiscal year July 1, 2008, to
8 June 30, 2009, for instruction in the Doctor of Osteopathy
9 program.
10 Section 2. Payments to the Philadelphia College of
11 Osteopathic Medicine on account of the appropriation provided in
12 section 1 shall be made quarterly by the Secretary of Education
13 on the basis of costs during the fiscal year and shall be
14 conditioned on continuing authority for inclusion on the Board
15 of Trustees of the Philadelphia College of Osteopathic Medicine
16 of a minimum of five persons who are not elected officials and
1 who are appointed by the Governor, the President pro tempore of 2 the Senate, the Minority Leader of the Senate, the Speaker of 3 the House of Representatives and the Minority Leader of the 4 House of Representatives for terms of office coterminous with 5 that of the respective appointing authority; and shall be 6 further conditioned on these appointees receiving full voting 7 rights as members of the board of trustees. 8 Section 3. The Philadelphia College of Osteopathic Medicine 9 shall provide full, complete and accurate information as may be 10 required by the Department of Education or the chairman or the 11 minority chairman of the Appropriations Committee of the Senate 12 or the chairman or the minority chairman of the Appropriations 13 Committee of the House of Representatives. 14 Section 4. The Philadelphia College of Osteopathic Medicine 15 shall report its revenues and expenditures and present its 16 financial statements in accordance with generally accepted 17 accounting principles and procedures for educational 18 institutions as set forth in the "Higher Education Finance 19 Manual (1975)" and the "Commonwealth of Pennsylvania Budget 20 Instructions for the State System of Higher Education, State- 21 Related Universities and Non-State-Related Colleges and 22 Universities." 23 Section 5. The Trustees of the Philadelphia College of 24 Osteopathic Medicine shall report on forms provided by the 25 Department of Education to both the chairman and minority 26 chairman of the Appropriations Committee of the Senate and the 27 chairman and minority chairman of the Appropriations Committee 28 of the House of Representatives by September 30, 2009, on how 29 State-appropriated funds were expended for fiscal year 2008-2009 30 to reduce the costs to Pennsylvania resident students or to 20080H2334B4170 - 2 -
