HOUSE BILL

           AMENDED, JULY 2, 2008

                                     AN ACT

     1  Making appropriations to the Thomas Jefferson University,
     2     Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The sum of $2,810,000 $2,773,000 is hereby    <--
     6  appropriated to the Thomas Jefferson University, Philadelphia,
     7  for the fiscal year July 1, 2008, to June 30, 2009, for
     8  instruction in the Doctor of Medicine program.
     9     (b)  The sum of $2,140,000 $2,112,000 is hereby appropriated   <--
    10  to the Thomas Jefferson University, Philadelphia, for the fiscal
    11  year July 1, 2008, to June 30, 2009, for the general maintenance
    12  of the Thomas Jefferson University, including the College of
    13  Allied Health Sciences, student aid and Children's Heart
    14  Hospital.
    15     Section 2.  (a)  Payments to the Thomas Jefferson University
    16  on account of the appropriations provided in section 1(a) and


     1  (b) shall be made in two equal payments, the first payment by
     2  September 15 and the second payment by December 15 by the
     3  Secretary of Education on the basis of costs during the fiscal
     4  year and shall be conditioned on continuing authority for
     5  inclusion on the Board of Trustees of the Thomas Jefferson
     6  University of a minimum of five individuals who are not elected
     7  officials and who are appointed, one each, by the Governor, the
     8  President pro tempore of the Senate, the Minority Leader of the
     9  Senate, the Speaker of the House of Representatives and the
    10  Minority Leader of the House of Representatives, for terms of
    11  office coterminous with that of their appointing authority; and
    12  shall be further conditioned on these appointees receiving full
    13  voting rights as members of the board of trustees. The
    14  legislative appointee under this subsection with the most
    15  seniority on the board must be a member of the executive
    16  committee of the board. The legislative appointee who is second
    17  most senior on the board must be a member of the finance
    18  committee of the board. The legislative appointee who is on the
    19  executive committee shall, within two weeks of each executive
    20  committee meeting, send each legislative appointee to the board
    21  a written summary of the meeting.
    22     (b)  The Thomas Jefferson University shall provide full,
    23  complete and accurate information as may be required by the
    24  Department of Education or the chairman or the minority chairman
    25  of the Appropriations Committee of the Senate or the chairman or
    26  the minority chairman of the Appropriations Committee of the
    27  House of Representatives.
    28     (c)  The Thomas Jefferson University shall report its
    29  revenues and expenditures and present its financial statements
    30  in accordance with generally accepted accounting principles and

     1  procedures for educational institutions as set forth in the
     2  "Higher Education Finance Manual (1975)" and the "Commonwealth
     3  of Pennsylvania Budget Instructions for the State System of
     4  Higher Education, State-Related Universities and Non-State-
     5  Related Colleges and Universities."
     6     (d)  The trustees of the Thomas Jefferson University shall
     7  report on forms provided by the Department of Education to both
     8  the chairman and minority chairman of the Appropriations
     9  Committee of the Senate and the chairman and minority chairman
    10  of the Appropriations Committee of the House of Representatives
    11  by September 30, 2009, on how State-appropriated funds were
    12  expended for fiscal year 2008-2009 to reduce the costs to
    13  Pennsylvania resident students or to provide services to
    14  Pennsylvania residents.
    15     Section 3.  This act shall take effect July 1, 2008, or
    16  immediately, whichever is later.
