AN ACT 1 Making appropriations to the Trustees of the University of 2 Pennsylvania. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The following sums, or as much thereof as 6 may be necessary, are hereby appropriated to the Trustees of the 7 University of Pennsylvania for the fiscal year July 1, 2008, to 8 June 30, 2009, for the purposes and in the amounts as shown: 9 (1) For dental clinics........................ $546,000 <-- 10 (2) For instruction in the Doctor of Medicine 11 program........................................... 2,038,000 12 (3) For veterinary activities................. 39,647,000 13 (4) For Center for Infectious Disease......... 3,232,000 14 (5) For cardiovascular studies................ 808,000 15 (1) FOR DENTAL CLINICS........................ $539,000 <-- 16 (2) FOR INSTRUCTION IN THE DOCTOR OF MEDICINE

5 (b) The sum of $254,000 $251,000 is hereby appropriated to <--
6 the Trustees of the University of Pennsylvania for the fiscal
7 year July 1, 2008, to June 30, 2009, for the general maintenance
8 of the University of Pennsylvania Museum and the purchase of
9 such apparatus and equipment as the trustees may deem necessary
10 for the best interest of the University of Pennsylvania Museum.
11 Section 2. (a) Payments to the University of Pennsylvania
12 on account of the appropriations for the items provided in
13 section 1(a)(3) and (4) shall be made quarterly and the items
14 provided in section 1(a)(1), (2) and (5) shall be made in two
15 equal payments, the first payment by September 15 and the second
16 payment by December 15 by the Secretary of Education on the
17 basis of costs during the fiscal year and shall be conditioned
18 on continuing authority for inclusion on the Board of Trustees
19 of the University of Pennsylvania of a minimum of four persons
20 who are not elected officials and who are appointed by the
21 President pro tempore of the Senate, the Minority Leader of the
22 Senate, the Speaker of the House of Representatives and the
23 Minority Leader of the House of Representatives for terms of
24 office coterminous with that of the respective appointing
25 authority; and shall be further conditioned on these appointees
26 receiving full voting rights as members of the board of
27 trustees.
28 (b) The University of Pennsylvania shall provide full,
29 complete and accurate information as may be required by the
30 Department of Education or the chairman or the minority chairman

1 of the Appropriations Committee of the Senate or the chairman or 2 the minority chairman of the Appropriations Committee of the 3 House of Representatives. 4 (c) The University of Pennsylvania shall report its revenues 5 and expenditures and present its financial statements in 6 accordance with generally accepted accounting principles and 7 procedures for educational institutions as set forth in the 8 "Higher Education Finance Manual (1975)" and the "Commonwealth 9 of Pennsylvania Budget Instructions for the State System of 10 Higher Education, State-Related Universities and Non-State- 11 Related Colleges and Universities." 12 (d) The Trustees of the University of Pennsylvania shall 13 report on forms provided by the Department of Education to both 14 the chairman and minority chairman of the Appropriations 15 Committee of the Senate and the chairman and minority chairman 16 of the Appropriations Committee of the House of Representatives 17 by September 30, 2009, on how State-appropriated funds were 18 expended for fiscal year 2008-2009 to reduce the costs to 19 Pennsylvania resident students or to provide services to 20 Pennsylvania residents. 21 Section 3. (a) Payments to the University of Pennsylvania 22 Museum on account of the appropriation provided in section 1(b) 23 shall be made quarterly by the Executive Director of the 24 Pennsylvania Historical and Museum Commission. 25 (b) The Trustees of the University of Pennsylvania shall 26 provide full, complete and accurate information as may be 27 required by the Pennsylvania Historical and Museum Commission or 28 the chairman or the minority chairman of the Appropriations 29 Committee of the Senate or the chairman or the minority chairman 30 of the Appropriations Committee of the House of Representatives. 20080H2326B4162 - 3 -
