AN ACT
1 Amending the act of July 28, 1953 (P.L.723, No.230), entitled,
2 as amended, "An act relating to counties of the second class
3 and second class A; amending, revising, consolidating and
4 changing the laws relating thereto," providing for campaign
5 finance.
6 The General Assembly of the Commonwealth of Pennsylvania
7 hereby enacts as follows:
8 Section 1. Article XXI of the act of July 28, 1953 (P.L.723,
9 No.230), known as the Second Class County Code, is amended by
10 adding a subdivision to read:
11 ARTICLE XXI
12 Special Powers and Duties of the County

14 (y) Campaign Finance
15 Section 2199.19. Regulation of Campaign Finance.--(a) The
16 board of commissioners shall have the power and authority to
17 regulate public and private campaign finance for the nomination
18 and election of municipal and county officers.
1 (b) The provisions of this section shall supersede any
2 provision in a home rule charter, county administrative code,
3 county ordinance or rule or regulation.
4 Section 2. This act shall take effect in 60 days.
