           CREIGHTON, CURRY, CUTLER, DENLINGER, FABRIZIO, FREEMAN,
           GRUCELA, HENNESSEY, KORTZ, KULA, LONGIETTI, MAHONEY, MENSCH,
           MURT, PALLONE, PAYNE, SOLOBAY, THOMAS, YOUNGBLOOD AND JAMES,
           JUNE 21, 2007

        AS REPORTED FROM COMMITTEE ON TRANSPORTATION, HOUSE OF
           REPRESENTATIVES, AS AMENDED, DECEMBER 4, 2007

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for visual signs SIGNALS on        <--
     3     authorized vehicles.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 4572(a) introductory paragraph, (1) and
     7  (5) of Title 75 of the Pennsylvania Consolidated Statutes are
     8  amended AND SUBSECTION (A) IS AMENDED BY ADDING A PARAGRAPH to    <--
     9  read:
    10  § 4572.  Visual signals on authorized vehicles.
    11     (a)  Flashing or revolving blue lights.--Ambulance personnel,
    12  volunteer firefighters, certified volunteer search and rescue
    13  organization members, local emergency coordinators and owners
    14  and handlers of dogs used in tracking humans may each equip one
    15  motor vehicle with no more than two flashing or revolving blue
    16  lights.


     1         (1)  In order to be eligible to display lights on their
     2     vehicles under this subsection, the names of the ambulance
     3     personnel, volunteer firefighters and certified volunteer
     4     search and rescue organization members shall be submitted to
     5     the nearest station of the Pennsylvania State Police on a
     6     list signed by the chief of the ambulance or fire department
     7     or company[,] or the head of the search and rescue
     8     organization[, and each]. Each local emergency coordinator
     9     and each [dog] owner and handler OF DOGS USED IN TRACKING      <--
    10     HUMANS shall register at the nearest Pennsylvania State
    11     Police station.

    13         (5)  The lights shall be removed from the vehicle
    14     immediately [upon receipt of notice from the chief of the
    15     ambulance or fire department or company or the head of the
    16     search and rescue organization to remove the lights upon
    17     termination of the person's status as an active volunteer
    18     firefighter or ambulance person or upon termination of the
    19     person's active status as a certified volunteer search and
    20     rescue organization member or dog owner or handler, or when
    21     the vehicle is no longer used in connection with the person's
    22     duties as a volunteer firefighter or ambulance person,
    23     certified volunteer search and rescue organization member or
    24     dog owner or handler.]:
    25             (i)  when the individual is no longer serving as
    26         active ambulance person, volunteer firefighter, certified
    27         volunteer search and rescue organization member, local
    28         emergency coordinator or dog owner or handler OF DOGS      <--
    29         USED IN TRACKING HUMANS;
    30             (ii)  when the vehicle is no longer used in

     1         connection with the person's duties as ambulance person,
     2         volunteer firefighter, certified volunteer search and
     3         rescue organization member, local emergency coordinator
     4         or dog owner or handler OF DOGS USED IN TRACKING HUMANS;   <--
     5         or
     6             (iii)  upon the individual's receipt of written
     7         notice from:
     8                 (A)  the chief of the ambulance company of
     9             termination of the person's status as active
    10             ambulance personnel;
    11                 (B)  the chief of the fire department of the
    12             termination of the person's status as an active
    13             volunteer firefighter;
    14                 (C)  the head of the search and rescue
    15             organization of the termination of the person's
    16             status as an active certified volunteer search and
    17             rescue organization member;
    18                 (D)  the appropriate governing body of the
    19             termination of the person's status as an active local
    20             emergency coordinator; or
    21                 (E)  the appropriate governing unit of the
    22             termination of the person's active status as a dog     <--
    23             owner or handler OF DOGS USED IN TRACKING HUMANS.      <--
    24         (6)  THE CHIEF OF THE AMBULANCE OR FIRE DEPARTMENT OR      <--
    25     COMPANY, THE HEAD OF THE SEARCH AND RESCUE ORGANIZATION, THE
    26     LOCAL EMERGENCY COORDINATOR AND EACH OWNER OR HANDLER OF DOGS
    27     USED IN TRACKING HUMANS, AS APPLICABLE, SHALL NOTIFY THE
    28     NEAREST STATION OF THE PENNSYLVANIA STATE POLICE WHEN AN
    29     INDIVIDUAL IS NO LONGER AUTHORIZED UNDER THIS SECTION TO
    30     SERVE AS AN ACTIVE AMBULANCE PERSON, VOLUNTEER FIREFIGHTER,

     1     CERTIFIED VOLUNTEER SEARCH AND RESCUE ORGANIZATION MEMBER,
     2     LOCAL EMERGENCY COORDINATOR OR OWNER OR HANDLER OF DOGS USED
     3     IN TRACKING HUMANS.
     4     Section 2.  This act shall take effect in 60 days.
