AN ACT
1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania
2 Consolidated Statutes, prohibiting posting signs on State
3 property; and establishing the Tree Vitalize Fund.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Title 18 of the Pennsylvania Consolidated
7 Statutes is amended by adding a section to read:
8 § 6506. Posting signs on State property.
9 (a) Offense defined.--Whoever pastes, paints, brands or
10 stamps or in any manner whatsoever places upon or attaches to
11 State property any sign commits a summary offense and shall,
12 upon conviction, be sentenced to pay a fine of $25 for each sign
13 posted or placed in violation of this section.
14 (b) Construction.--This section shall not be construed to
15 prevent the posting or placing of any notice required by law or
16 order of court, nor to prevent the posting or placing of any
17 notice particularly concerning or pertaining to premises upon
18 which the same is so posted or placed.
1 (c) Disposition of fines.--Notwithstanding any other
2 provision of law to the contrary, the court imposing and
3 collecting a fine under this section shall transfer the fine
4 thus collected to the State Treasurer for deposit in the Tree
5 Vitalize Fund, which is hereby established in the General Fund
6 as a special restricted receipts account. Moneys in the fund are
7 appropriated to the Department of Conservation and Natural
8 Resources solely for the purposes of the department's Tree
9 Vitalize Program.
10 (d) Definition.--As used in this section the term "sign"
11 means any written, printed or painted advertisement, bill,
12 notice, sticker, circular, placard, card, political
13 advertisement or poster.
14 Section 2. This act shall take effect in 60 days.
