                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for unlawful sound amplification systems.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  Title 75 of the Pennsylvania Consolidated
     6  Statutes is amended by adding a section to read:
     7  § 4523.1.  Sound amplification systems.
     8     (a)  General rule.--No person shall operate or permit the
     9  operation of any sound amplification system, including any
    10  mechanical or nonmechanical sound-making device, which can be
    11  heard outside a motor vehicle from 50 or more feet away.
    12     (b)  Application.--This section shall not apply to:
    13         (1)  Any emergency or law enforcement vehicle equipped
    14     with a sound-making system used to warn of an emergency or
    15     hazardous situation or to request assistance.
    16         (2)  Any authorized emergency vehicle or vehicle operated
    17     by a public utility provider which is providing information

     1     or a warning deemed to serve the public safety.
     2         (3)  The sound systems of a vehicle for which a local
     3     permit has been issued to be used for advertising, parades,
     4     political, charitable or other events as so prescribed by
     5     local ordinance.
     6     (c)  Penalty.--A person who violates subsection (a) commits a
     7  summary offense and shall, upon conviction, be sentenced to pay
     8  a fine of not more than $100.
     9     Section 2.  This act shall take effect in 60 days.
