                                     AN ACT

     1  Amending Title 30 (Fish) of the Pennsylvania Consolidated
     2     Statutes, providing for vouchers for licenses.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  Title 30 of the Pennsylvania Consolidated
     6  Statutes is amended by adding a section to read:
     7  § 2716.  Vouchers for licenses.
     8     (a)  License vouchers.--The commission shall make available
     9  through its issuing agents vouchers which may be purchased on
    10  behalf of a third party. The voucher shall be on a form designed
    11  by the commission and made available to all issuing agents. The
    12  form shall contain the following information:
    13         (1)  A voucher number.
    14         (2)  The identifying number of the issuing agent.
    15         (3)  The class of license or permit for which the voucher
    16     may be redeemed.


     1         (4)  The date of issuance.
     2         (5)  The date of expiration.
     3         (6)  The total amount paid which shall include the
     4     issuing agent fee authorized by section 2715 (relating to
     5     license, permit and issuing agent fees).
     6     (b)  Redemption.--The voucher may only be redeemed for the
     7  class of license or permit indicated on the voucher and for
     8  which the applicable fee has been paid by the voucher purchaser.
     9  Vouchers shall be redeemable prior to their expiration date.
    10     (c)  Fees for vouchers.--A person purchasing a voucher must
    11  pay the fee for the class of license or permit as provided in
    12  section 2715(a) and (a.1) and the issuing agent fee as provided
    13  in section 2715(b) unless otherwise exempt from such fee by this
    14  title.
    15     (d)  Remittance of fees.--Moneys received for the purchase of
    16  vouchers shall be remitted to the commission by the issuing
    17  agent as provided in section 2711 (relating to issuing agents).
    18  Money remitted to the commission for the purchase of vouchers
    19  shall be used as is provided in section 521 (relating to
    20  establishment and use of Fish Fund) for the particular license
    21  or permit purchased by the issuance of the voucher.
    22     (e)  Places of redemption.--A voucher may be redeemed at the
    23  place of business of an issuing agent in this Commonwealth.
    24     (f)  Restrictions.--The bearer of a voucher is subject to all
    25  restrictions relating to the issuance, denial or revocation of a
    26  license or permit provided in this title or any other title, law
    27  or regulation.
    28     Section 2.  This act shall take effect June 30, 2007.
