AN ACT 1 Providing for the tuition rate to be charged to veterans, their 2 spouses and dependents at certain public institutions of 3 higher education. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Short title. 7 This act shall be known and may be cited as the Veterans 8 Tuition Rate Act. 9 Section 2. Definitions. 10 The following words and phrases when used in this act shall 11 have the meanings given to them in this section unless the 12 context clearly indicates otherwise: 13 "Department." The Department of Education of the 14 Commonwealth. 15 "Matriculating veteran student." An individual who has been 16 admitted to a public institution of higher education, who is a 17 veteran or a spouse or dependent of a veteran and who resides in
1 this Commonwealth while enrolled at the institution of higher 2 education. 3 "Public institution of higher education." Any of the 4 following: 5 (1) A university comprising the State System of Higher 6 Education. 7 (2) The following State-related institutions: 8 (i) The Pennsylvania State University. 9 (ii) The University of Pittsburgh. 10 (iii) Temple University. 11 (iv) Lincoln University. 12 (3) Any institution which is designated after the 13 effective date of this section as "State-related" by the 14 Commonwealth. 15 Section 3. Tuition rate to be charged. 16 Notwithstanding any other provision of law to the contrary, a 17 public institution of higher education shall charge a 18 matriculating veteran student who satisfies the eligibility 19 criteria under section 4 no more than the in-State resident 20 tuition rate charged to persons domiciled in this Commonwealth 21 by the institution of higher education. 22 Section 4. Eligibility criteria. 23 In order to be eligible for the tuition rate specified under 24 section 3, a matriculating veteran student must: 25 (1) Be eligible for benefits under the provisions of 38 26 U.S.C. Ch. 33 (relating to post-9/11 educational assistance). 27 (2) Remain domiciled in this Commonwealth during the 28 course of study. 29 (3) During the course of study accept a community 30 service position approved by the chief administrator of the 20080H0153B4296 - 2 -
1 public institution of higher education or participate in an 2 internship or co-op program established by the chief 3 administrator. 4 Section 5. Effective date. 5 This act shall take effect in 60 days. H7L24DMS/20080H0153B4296 - 3 -
