SENATE RESOLUTION

No. 162 Session of 2005


        INTRODUCED BY FONTANA, MELLOW, WENGER, O'PAKE, CONTI, KASUNIC,
           COSTA, ARMSTRONG, BOSCOLA, BROWNE, KITCHEN, EARLL, LOGAN,
           ERICKSON, MUSTO, LEMMOND, STOUT, ORIE, WOZNIAK, PILEGGI,
           TARTAGLIONE, PIPPY, PUNT, GREENLEAF, THOMPSON, D. WHITE AND
           RAFFERTY, SEPTEMBER 19, 2005

        INTRODUCED AND ADOPTED, SEPTEMBER 19, 2005

                                  A RESOLUTION

     1  Observing the month of September 2005 as "National Preparedness
     2     Month" in Pennsylvania and urging the residents of this
     3     Commonwealth to take advantage of nationwide and Statewide
     4     initiatives which show individuals how to create emergency
     5     kits, make a family emergency plan, become informed about
     6     different threats and get involved in preparing their
     7     communities for emergencies.

     8     WHEREAS, "National Preparedness Month" is a nationwide effort
     9  to encourage Americans to take simple steps to prepare for
    10  emergencies in their homes, businesses and schools; and
    11     WHEREAS, "National Preparedness Month" has a goal of
    12  increasing public awareness about the importance of preparing
    13  for emergencies and encouraging individuals to take action
    14  through simple steps such as creating an emergency kit, making a
    15  family emergency plan, becoming informed about different threats
    16  and getting involved in preparing communities for emergencies;
    17  and
    18     WHEREAS, Cosponsored by the United States Department of
    19  Homeland Security and the American Red Cross, nearly 200 public

     1  and private organizations have joined to form the National
     2  Preparedness Month Coalition that is providing information,
     3  hosting events and sponsoring activities to disseminate
     4  emergency preparedness messages and encourage action among
     5  customers, members, employees, stakeholders and communities
     6  across the nation; and
     7     WHEREAS, Governor Rendell, the Pennsylvania Emergency
     8  Management Agency and the Pennsylvania Office of Homeland
     9  Security are joining in observing "National Preparedness Month";
    10  and
    11     WHEREAS, Local government units throughout this Commonwealth
    12  are encouraged to participate in "National Preparedness Month"
    13  by hosting town hall meetings on preparedness, enacting
    14  resolutions and issuing proclamations, hosting first aid or
    15  preparedness training classes, incorporating related information
    16  into community newsletters and providing detailed information on
    17  resources available to individuals in communities; and
    18     WHEREAS, Having all Americans work together to deter, prevent
    19  and respond to all types of emergencies, including potential
    20  terrorist attacks and natural disasters, ensures that all of us
    21  are contributing to the safety and security of our homeland; and
    22     WHEREAS, The impact and aftermath of Hurricane Katrina has
    23  once again shown the unity and indomitable spirit of America;
    24  when there is tragedy and need, Americans join together to
    25  provide the relief and support which are cornerstones of our
    26  nation; and
    27     WHEREAS, Hurricane Katrina has reinforced the need for every
    28  Pennsylvanian to get involved and to take steps so they can be
    29  prepared to help themselves, their families and their
    30  communities; therefore be it

     1     RESOLVED, That the Senate observe the month of September 2005
     2  as "National Preparedness Month" in Pennsylvania and urge the
     3  residents of this Commonwealth to take advantage of nationwide
     4  and Statewide initiatives which show individuals how to create
     5  emergency kits, make a family emergency plan, become informed
     6  about different threats and get involved in preparing their
