CORNELL MEMORIAL HIGHWAY; 25 AND RENAMING THE PORTION OF STATE ROUTE 837 IN THE CITY 26 LIMITS OF CLAIRTON, ALLEGHENY COUNTY, AS THE DOMINIC P. 27 SERAPIGLIA MEMORIAL HIGHWAY. 28 The General Assembly of the Commonwealth of Pennsylvania 29 hereby enacts as follows: 30 Section 1. The title and section 1(a) of the act of June 15,

1 Section 1. Canon-McMillan Alumni Bridge. 2 (a) Designation.--The bridge carrying State Route [1025] 3 1035 over Interstate 79 in North Strabane Township, Washington 4 County, is designated and shall be known as the Canon-McMillan 5 Alumni Bridge. 6 * * * 7 Section 2. The act is amended by adding sections to read: 8 Section 1.1. Francis H. "Bud" Scherer Memorial Highway. 9 (a) Designation.--State Route 830 extending from Interstate 10 80 to the DuBois-Jefferson County Airport in Washington 11 Township, Jefferson County, is designated and shall be known as 12 the Francis H. "Bud" Scherer Memorial Highway. 13 (b) Signs.--The Department of Transportation shall erect and 14 maintain signs which shall display the name of the highway 15 designated in subsection (a) at each end of the designated road. 16 Section 1.2. Willie Mae James Leake Memorial Highway. <-- 17 (a) Declaration of policy.--The General Assembly finds and 18 declares that: 19 (1) Mayor Willie Mae James Leake had the distinction of 20 being the first African-American mayor for the City of 21 Chester, Delaware County, and served in that capacity from 22 1986 to 1991. 23 (2) Mayor Leake's pride for the City of Chester led her 24 to a career in city politics. Mayor Leake's political career 25 began in 1972. Subsequently, she began this career appointed 26 to the Chester-Upland School Board. In 1977 Mayor Leake 27 received the highest number of votes among Republican 28 candidates for a six-year term on the school board. In 1982 29 Mayor Leake was appointed City Treasurer. In January 1983 30 Mayor Leake was appointed to the City Council of Chester, 20060S1206B2253 - 3 -
1 Pennsylvania, and at this time she made history as the first 2 woman to serve on City Council. 3 (3) Mayor Leake was also on the executive board of the 4 Chester branch of the NAACP. 5 (4) The distinguished achievements and contributions of 6 Mayor Willie Mae James Leake reflect the spirit of not only a 7 distinguished servant to the City of Chester, Delaware 8 County, and the Commonwealth, but also a great Pennsylvanian. 9 (b) Designation.--The highway in Delaware County carrying 10 State Route 291 from Ridley Creek to the Trainer Borough line is 11 hereby designated and shall be known as the Willie Mae James 12 Leake Memorial Highway. The designation under this subsection 13 shall supersede any previous designation of this portion of 14 highway. 15 (c) Signs.--The Department of Transportation shall erect 16 appropriate signs at each end of the highway displaying the 17 designation made by this section. 18 SECTION 1.2. U.S. 6 GATEWAY DESIGNATION. <-- 19 (A) FINDINGS.--THE GENERAL ASSEMBLY FINDS AND DECLARES AS 20 FOLLOWS: 21 (1) HISTORIC U.S. 6 IS THE LONGEST HIGHWAY EVER 22 ESTABLISHED IN THE UNITED STATES, STRETCHING 3,652 MILES FROM 23 PROVINCETOWN ON CAPE COD, MASSACHUSETTS, ALL THE WAY TO LONG 24 BEACH ISLAND IN CALIFORNIA. 25 (2) IN OCTOBER OF 1925, AS PART OF A RECOMMENDED 75,884- 26 MILE U.S. NUMBERED HIGHWAY SYSTEM, THE JOINT BOARD ON 27 INTERSTATE HIGHWAYS PROPOSED U.S. 6 FROM PROVINCETOWN, 28 MASSACHUSETTS, THROUGH RHODE ISLAND AND CONNECTICUT AND 29 STRETCHING TO BREWSTER, NEW YORK. 30 (3) BY THE TIME THE DEBATES ON THIS SYSTEM CONCLUDED AND 20060S1206B2253 - 4 -
1 THE AMERICAN ASSOCIATION OF STATE HIGHWAY OFFICIALS (AASHO) 2 APPROVED THE PROPOSAL, U.S. 6 CONSISTED OF 707 MILES 3 STRETCHING FROM PROVINCETOWN TO ERIE, PENNSYLVANIA. A LARGE 4 GAP IN THIS ROUTE (THROUGH NEW YORK) WAS FILLED IN 1928. 5 (4) THE HISTORIC HIGHWAY BEGAN AS AN ENTITY IN NOVEMBER 6 OF 1926 WHEN THE AMERICAN ASSOCIATION OF STATE HIGHWAY 7 OFFICIALS ADOPTED THE FEDERAL NUMBERING SYSTEM FOR MARKING 8 THE NATION'S MAIN INTERSTATE HIGHWAYS. 9 (5) U.S. 6 WAS SIGNED IN 1926 AND IN THE EARLY YEARS ITS 10 WESTERN TERMINUS WAS IN ERIE, PENNSYLVANIA. 11 (6) IN 1938, U.S. 6 WAS WIDENED FROM CLARKS SUMMIT TO 12 SCRANTON AND MILFORD TO THE NEW YORK STATE LINE. 13 (7) ONCE KNOWN AS THE THEODORE ROOSEVELT HIGHWAY, U.S. 6 14 WAS FORMALLY DEDICATED AS THE GRAND ARMY OF THE REPUBLIC 15 HIGHWAY AT A CEREMONY IN LONG BEACH, CALIFORNIA, ON MAY 3, 16 1953. 17 (8) U.S. 6 RUNS EXACTLY 399.81 MILES IN PENNSYLVANIA. 18 (9) WITH ORIGINS THAT PREDATE THE AMERICAN COLONIES, 19 U.S. 6 HAS GROWN AS THE UNITED STATES HAS GROWN -- FROM THE 20 APPALACHIAN MOUNTAINS OF NEW YORK AND PENNSYLVANIA, TO THE 21 GREAT PLAINS OF IOWA AND NEBRASKA, TO THE ROCKY MOUNTAINS OF 22 COLORADO AND UTAH, U.S. 6 CONNECTS BIG CITIES LIKE CLEVELAND 23 AND DENVER, STATE CAPITALS LIKE PROVIDENCE AND DES MOINES, 24 AND SMALL HAMLETS LIKE NAPPANEE, INDIANA, AND ELY, NEVADA. 25 THESE TOWNS AND REGIONS COULD BENEFIT GREATLY FROM PROTECTING 26 AND PROMOTING THIS HISTORIC RESOURCE. 27 (10) THIS HISTORIC TRANSCONTINENTAL HIGHWAY CONTINUES TO 28 BE ONE OF THE MOST UNIQUE AND SCENIC ROADWAYS IN THE WORLD 29 AND IS A VALUABLE RESOURCE WORTH PROTECTING AND SHOWCASING. 30 (11) PENNSYLVANIA HAS AUTHORIZED THE U.S. 6 HERITAGE 20060S1206B2253 - 5 -
1 CORRIDOR AS THE COMMONWEALTH'S TWELFTH HERITAGE PARK, 2 STRETCHING THROUGH 11 NORTHERN COUNTIES. 3 (12) THE CORRIDOR CONNECTS FOUR STATE HERITAGE AREAS AND 4 TWO NATIONAL HERITAGE AREAS, TRAVERSES THROUGH THE POCONO 5 MOUNTAINS, ENDLESS MOUNTAINS, ALLEGHENY MOUNTAINS, THE 6 ALLEGHENY NATIONAL FOREST AND TWO LARGE STATE FOREST TRACTS, 7 IS CLOSE TO AT LEAST 19 STATE PARKS, AND SERVES AS AN ENTRY 8 POINT FOR THE GREAT LAKES REGION, THE PENNSYLVANIA NORTHEAST 9 MOUNTAIN REGION AS WELL AS THE "PENNSYLVANIA WILDS" -- AN 10 INITIATIVE AIMED AT INCREASING NATURE-BASED TOURISM IN THE 11 STATE'S NORTH CENTRAL COUNTIES. 12 (13) THE PENNSYLVANIA ENTRY POINTS, LINESVILLE IN 13 CRAWFORD COUNTY AND MATAMORAS IN PIKE COUNTY, HAVE LONG BEEN 14 CONSIDERED AS THE PENNSYLVANIA GATEWAYS TO THE WEST AND EAST, 15 RESPECTIVELY. 16 (14) LINESVILLE, WHICH IS THE 500 MILE MARKER BETWEEN 17 NEW YORK AND CHICAGO, IS A BOROUGH LOCATED IN CRAWFORD COUNTY 18 WITH A POPULATION OF APPROXIMATELY 1,155. 19 (15) LINESVILLE WILL BE THE FUTURE HOME OF THE NATIONAL 20 U.S. ROUTE 6 MUSEUM, WHICH WILL HIGHLIGHT THE IMPACT AND 21 IMPORTANCE OF U.S. 6 ON THE DEVELOPMENT OF OUR COUNTRY AND 22 WILL PROVIDE OPPORTUNITIES TO EDUCATE THE PUBLIC ON ITS 23 HISTORIC AND CURRENT SIGNIFICANCE. 24 (16) MATAMORAS IS A BOROUGH LOCATED IN PIKE COUNTY WITH 25 A POPULATION OF APPROXIMATELY 2,312. 26 (B) DESIGNATION.-- 27 (1) THE PORTION OF U.S. 6 IN LINESVILLE BOROUGH, 28 CRAWFORD COUNTY, IS DESIGNATED AS THE U.S. 6 "GATEWAY TO THE 29 WEST" FOR WESTBOUND TRAFFIC AND "GATEWAY TO PENNSYLVANIA" FOR 30 EASTBOUND TRAFFIC. 20060S1206B2253 - 6 -
1 (2) THE PORTION OF U.S. 6 IN MATAMORAS BOROUGH, PIKE 2 COUNTY, IS DESIGNATED AS THE U.S. 6 "GATEWAY TO THE EAST" FOR 3 EASTBOUND TRAFFIC AND "GATEWAY TO PENNSYLVANIA" FOR WESTBOUND 4 TRAFFIC. 5 (C) SIGNS.--THE DEPARTMENT OF TRANSPORTATION SHALL, IN 6 CONSULTATION WITH THE BOROUGHS OF LINESVILLE AND MATAMORAS, 7 ERECT AND MAINTAIN SIGNS TO INDICATE THE DESIGNATIONS UNDER 8 SUBSECTION (B). 9 Section 1.3. Dr. Ray F. Birchard Memorial Bridge. 10 (a) Declaration of policy.--The General Assembly finds and 11 declares as follows: 12 (1) Dr. Ray F. Birchard was born in 1926 in Cambridge 13 Springs and graduated in 1949 from New York State College of 14 Veterinary Medicine at Cornell University. 15 (2) Dr. Ray F. Birchard served the public and the 16 community as a member of the Washington Township Zoning 17 Hearing Board from March 1979 until April 1993. He further 18 served on the General McLane School Board, was an active 19 member of the Northwestern Pennsylvania Veterinary Medical 20 Association, the Masonic Lodge in Edinboro and countless 21 other community and civic organizations until his death on 22 September 7, 2006. 23 (3) Dr. Ray F. Birchard was dedicated to serving the 24 public and the community, and he did so with distinction and 25 a true spirit of community and family. 26 (b) Designation.--The bridge on Interstate 79 crossing U.S. 27 Route 6N in Washington Township, Erie County, is hereby 28 designated as the Dr. Ray F. Birchard Memorial Bridge. 29 (c) Signs.--The Department of Transportation shall erect and 30 maintain appropriate signs to indicate the designation under 20060S1206B2253 - 7 -
1 subsection (b). 2 Section 1.4. Mayor John D. McClelland Honorary Highway. 3 (a) Designation.--Front Street, a section of State Route 4 4002, from Pennsylvania Routes 8 and 62 to Pennsylvania Route 5 417, in the village of Rocky Grove, Borough of Sugarcreek, 6 Venango County, is designated and shall be known as the Mayor 7 John D. McClelland Honorary Highway. 8 (b) Signs.--The Department of Transportation shall erect and 9 maintain signs which shall display the name of the highway 10 designated in subsection (a) at each end of the designated road. 11 Section 1.5. William F. Renwick Memorial Highway. 12 (a) Findings.--William F. Renwick was a former member of the 13 Pennsylvania House of Representatives who passed away February 14 28, 1981, at the age of 65. He was a United States Marine Corps 15 veteran of World War II, was first elected to the House of 16 Representatives in 1954 and served for 24 consecutive years 17 until 1978. He was a leader in sportsmen's and environmental 18 issues, a member of the St. Marys Sportsmen's Club and chairman 19 of the Game and Fisheries Committee of the House of 20 Representatives. He served as a member of St. Marys Borough 21 Council from 1945 to 1949, was an active member of the Knights 22 of Columbus, the American Legion and the Benevolent and 23 Protective Order of Elks. Mr. Renwick was highly respected and 24 admired by his constituents and colleagues as an honest and 25 dedicated politician who was committed to the well-being of his 26 community and the citizens of this Commonwealth. 27 (b) Designation.--SR 255 from SR 948 STATE ROUTE 255 FROM <-- 28 STATE ROUTE 948, Fox Township, Elk County, to the former St. 29 Marys Borough line in Elk County is designated and shall be 30 known as the William F. 1 (c) Signs.--The Department of Transportation shall erect and 2 maintain signs which shall display the name of the highway 3 designated in subsection (b) at each end of the designated 4 highway. 5 SECTION 1.6. ROY W. CORNELL MEMORIAL HIGHWAY. <-- 6 (A) DECLARATION OF POLICY.--THE GENERAL ASSEMBLY FINDS AND 7 DECLARES AS FOLLOWS: 8 (1) ROY W. CORNELL WAS BORN IN 1943 IN ABINGTON AND 9 GRADUATED IN 1961 FROM HATBORO-HORSHAM HIGH SCHOOL. HE WAS 10 ELECTED TO THE GENERAL ASSEMBLY IN 1978 AND SERVED THIS 11 COMMONWEALTH WITH DISTINCTION UNTIL HIS DEATH ON JANUARY 1, 12 2004. 13 (2) ROY W. CORNELL SERVED THE PUBLIC AS A MEMBER OF 14 HATBORO BOROUGH COUNCIL FROM 1972 UNTIL 1978 AND SERVED AS 15 HATBORO BOROUGH COUNCIL PRESIDENT FOR TWO OF THOSE YEARS. 16 (3) ROY W. CORNELL WAS A MEMBER OF THE ASSOCIATION OF 17 TITLE EXAMINERS, THE EASTERN MONTGOMERY COUNTY BOARD OF 18 REALTORS, THE W.K. BRAY LODGE 410, FREE AND ACCEPTED MASONS, 19 THE MONTGOMERY COUNTY BOROUGHS ASSOCIATION AND THE HATBORO 20 BOROUGH PLANNING COMMISSION. 21 (4) ROY W. CORNELL WAS A DEDICATED PUBLIC SERVANT TO THE 22 BOROUGH OF HATBORO AND THE 152ND LEGISLATIVE DISTRICT FOR 23 OVER 30 YEARS. 24 (B) DESIGNATION.--STATE ROUTE 263 IN HATBORO BOROUGH, 25 MONTGOMERY COUNTY, IS HEREBY DESIGNATED AS THE ROY W. CORNELL 26 MEMORIAL HIGHWAY. 27 (C) SIGNS.--THE DEPARTMENT OF TRANSPORTATION SHALL ERECT AND 28 MAINTAIN APPROPRIATE SIGNS TO INDICATE THE DESIGNATION UNDER 29 SUBSECTION (B). 30 SECTION 1.7. 1 (A) RENAMING.--THE PORTION OF STATE ROUTE 837 IN THE CITY 2 LIMITS OF CLAIRTON, ALLEGHENY COUNTY, IS RENAMED THE DOMINIC P. 3 SERAPIGLIA MEMORIAL HIGHWAY. 4 (B) SIGNS.--THE DEPARTMENT OF TRANSPORTATION SHALL ERECT AND 5 MAINTAIN SIGNS WHICH SHALL DISPLAY THE NAME OF THE HIGHWAY 6 RENAMED IN SUBSECTION (A) AT EACH END OF THE DESIGNATED ROAD. 7 Section 3. All acts and parts of acts are repealed insofar 8 as they are inconsistent with this act. 9 Section 4. This act shall take effect as follows: 10 (1) The addition of section 1.1 of the act shall take 11 effect July 31, 2007. 12 (2) The addition of sections 1.4 and 1.5 1.2, 1.4, 1.5 <-- 13 AND 1.6 of the act shall take effect in 60 days. 14 (3) The remainder of this act shall take effect 15 immediately.
