SENATE BILL

        INTRODUCED BY BOSCOLA, MUSTO, D. WHITE, RAFFERTY AND RHOADES,

                                     AN ACT

     1  Amending the act of May 25, 1907 (P.L.247, No.191), entitled "An
     2     act authorizing the employment of male prisoners of the
     3     jails, and workhouses of this Commonwealth upon the public
     4     highways of the several counties, and regulating the same;
     5     and providing for the establishment of Prison Boards, the
     6     purchase of material and tools, and employment of deputies,
     7     at the expense of the proper county, and a penalty for the
     8     escape of prisoners while employed outside of said jails,
     9     workhouses," further providing for labor.

    10     The General Assembly of the Commonwealth of Pennsylvania
    11  hereby enacts as follows:
    12     Section 1.  Section 2 of the act of May 25, 1907 (P.L.247,
    13  No.191), entitled "An act authorizing the employment of male
    14  prisoners of the jails, and workhouses of this Commonwealth upon
    15  the public highways of the several counties, and regulating the
    16  same; and providing for the establishment of Prison Boards, the
    17  purchase of material and tools, and employment of deputies, at
    18  the expense of the proper county, and a penalty for the escape
    19  of prisoners while employed outside of said jails, workhouses,"
    20  is amended to read:
    21     Section 2.  The labor to be done or performed shall be

     1  classified, fixed, and established by the Prison Boards, which
     2  are hereby created in the several counties of the Commonwealth,
     3  and to be constituted as hereinafter set forth, and shall be
     4  subject to such rules and regulations as shall be adopted by the
     5  respective Prison Boards, and approved by the president judge of
     6  the court of quarter sessions of the proper county, to secure
     7  humane treatment of said prisoners and provide continuous and
     8  healthful employment. Labor may include public work projects
     9  under the State or county.
    10     Section 2.  This act shall take effect in 60 days.
