A RESOLUTION 1 Memorializing the President and Congress of the United States to 2 examine the current status of the nation's dependency on 3 foreign oil to determine what the Federal Government can do 4 to alleviate the escalating prices of fuel and to develop and 5 implement a long-term energy strategy that decreases the 6 nation's dependency on foreign oil and increases the 7 utilization of natural or alternative fuel sources. 8 WHEREAS, The United States consumes more than 20 million 9 barrels of oil per day, making it the leading oil-consuming 10 country in the world; and 11 WHEREAS, Previous administrations resolved to decrease the 12 United States' dependence upon foreign oil by promoting energy 13 conservation and efficiency and developing new, domestic energy 14 sources; and 15 WHEREAS, The Commonwealth of Pennsylvania recognizes the 16 importance of fuel diversity and utilizing indigenous fuel 17 sources; and 18 WHEREAS, The Commonwealth of Pennsylvania is dedicated to
1 reducing dependency on foreign energy sources; and 2 WHEREAS, Oil is used as a major heating source for more than 3 one million homes in the Commonwealth of Pennsylvania; and 4 WHEREAS, Motorists in the Commonwealth of Pennsylvania are 5 paying 78 cents a gallon more for regular, unleaded gasoline 6 than they did a year ago; and 7 WHEREAS, The United States Department of Energy has forecast 8 that consumers will pay an average of $2.76 a gallon for 9 gasoline this summer, 39 cents more than last year; and 10 WHEREAS, The price of crude oil hit a record high of $75.17 a 11 barrel for April 2006; and 12 WHEREAS, Domestic alternative fuels and renewable energies 13 are a viable option for generating American-made fuels and 14 power; and 15 WHEREAS, Our dependence on foreign oil greatly affects our 16 national security and foreign policy; therefore be it 17 RESOLVED, That the House of Representatives of the 18 Commonwealth of Pennsylvania memorialize the President and 19 Congress of the United States to examine the nation's dependency 20 on foreign oil to determine what the Federal Government can do 21 to alleviate the escalating prices of fuel and to develop and 22 implement a long-term energy strategy that decreases the 23 nation's dependency on oil and increases the utilization of 24 natural or alternative fuel sources; and be it further 25 RESOLVED, That copies of this resolution be transmitted to 26 the President of the United States, to the presiding officers of 27 each house of Congress and to each member of Congress from 28 Pennsylvania.
