A RESOLUTION 1 Designating the month of November 2005 as "National Search and 2 Rescue Awareness Month" in Pennsylvania. 3 WHEREAS, Many volunteer, municipal and national search and 4 rescue team members reside within this Commonwealth and abide by 5 a duty to valiantly and selflessly protect their fellow members 6 and other residents of this Commonwealth and nation; and 7 WHEREAS, Search and rescue assistance is vital to recovery 8 operations, and Federal and State emergency services 9 organizations commonly implore local search and rescue teams to 10 locate missing persons and provide relief in the event of a 11 criminal act or natural disaster; and 12 WHEREAS, Members are well trained to master and employ a
1 variety of useful skills and methodologies, including behavioral 2 analysis, communications, engineering, hazardous material 3 evaluation, medical response, structure stabilization, technical 4 assistance and canine/animal handling; and 5 WHEREAS, Most search and rescue operations are nonprofit, 6 volunteer organizations which honorably adhere to voluntary, 7 principled regulations; and 8 WHEREAS, Search and rescue team members individually and 9 altruistically volunteer to dedicate their time and effort to 10 aiding persons in distress; and 11 WHEREAS, Search and rescue team members often readily head 12 directly into the face of danger to fulfill their sense of duty 13 and save lives; and 14 WHEREAS, Search and rescue teams from Pennsylvania and all 15 over the country swiftly responded to the call for aid in the 16 wake of the September 11, 2001, terrorist attacks at the World 17 Trade Center in New York City, the Pentagon and in Shanksville, 18 Pennsylvania; and 19 WHEREAS, Many search and rescue teams united and braved the 20 horrific and treacherous conditions at the September 11, 2001, 21 attack sites to spend countless, selfless hours to search for 22 survivors and bring solace and closure to families who lost 23 loved ones; and 24 WHEREAS, Search and rescue teams often provide fundamental 25 and strategic public education free of charge, including 26 programs on basic safety, outdoors education, map reading, first 27 aid and staying calm in a crisis; and 28 WHEREAS, Search and rescue teams maintain a supportive and 29 reassuring presence for the communities they serve; therefore be 30 it 20050H0457R2782 - 2 -
